The documentation for expanding the A4 section from Krzyżowa to Legnica will be prepared by Biuro Projektowo-Badawcze Dróg i Mostów TRANSPROJEKT from Warsaw. The approximately 36-km section of the A4 motorway will be expanded along its existing route to two carriageways equipped with three traffic lanes and an emergency lane. In some places, this will involve constructing a new carriageway parallel to the existing one, while in others, expanding the existing carriageways. The motorway expansion options will be developed as part of the Technical-Economic-Environmental Study with elements of a program concept (STEŚ-R).
How long will it take?
The STEŚ-R documentation will be prepared within 48 months of the date the agreement is signed. Generalna Dyrekcja Dróg Krajowych i Autostrad:
As part of the documentation, materials will be prepared to obtain environmental decisions. The work will be preceded by a one-year natural inventory. Once the environmental decisions have been obtained, extensive field studies will be carried out to prepare geological-engineering and hydrogeological documentation.

Once these documents have been approved by the relevant authority, a program concept and a functional and utility program will be prepared. The next stage of the investment will be the launch of a tender procedure for carrying out this task under the Design and Build system in 2026–2029.
120 km of modern motorway and 50 km of new expressway
Road authority: “Let us recall that on 21 June this year, we signed an agreement for the construction or expansion of the A4 motorway from the Legnica Południe interchange to the Wrocław Wschód / Stary Śleszów interchange, as well as the construction of the S5 expressway from Bolków to Sobótka. As part of the STEŚ-R documentation, three options for constructing or expanding the A4 together with the construction of the S5 will be analyzed.
The result? GDDKiA: “As a result, the entire Lower Silesian section of the A4 motorway from Krzyżowa all the way to Wrocław will become a modern arterial route meeting the highest standards of road traffic safety and travel comfort.”
