He called us: a Reader, a resident of one of the localities in Bolesławiec municipality, outraged by the new waste fees. He told us that he had found out why the rates were so high. According to the man, only one company entered the tender, and it had come up with “out-of-this-world prices.” He added that the whole matter “strongly smells of corruption” to him.

Jarosław Babiasz, head of the Agriculture, Real Estate and Municipal Management Department at the Bolesławiec Municipal Office:

I can add that the tender is conducted under the Public Procurement Law and announced in the relevant public procurement bulletins. The procedure is open, transparent, conducted in accordance with the applicable regulations and, above all, subject to oversight.

He adds:

The procedures used to select a contractor for the above-mentioned task have been audited repeatedly, and no irregularities on the part of the Bolesławiec Municipal Office have been found. Any company holding the appropriate authorization to conduct this type of activity, possessing the technical capacity in the form of vehicles for collecting municipal waste and staff, as well as permits for transporting and collecting waste, may enter the tender. Participation in the tender is voluntary; therefore, even if only one company submits an offer and meets all the criteria described in the tender, the contracting authority has no grounds to refuse to award the contract.
