Mayor of Bolesławiec Piotr Roman discussed the city’s financial situation in detail, highlighting capital expenditure totaling as much as PLN 46,776,951 and the low debt ratio, meaning that the city’s debt is at a safe level.
The presentation included planned education expenditure of PLN 62,968,456. The mayor noted that the city budget contributes PLN
29,611,956 toward educational tasks. In his speech, he presented expenditure on subsidies from the Bolesławiec city budget for non-public preschools and public and non-public schools run by entities other than local-government units. The planned amount of these subsidies is PLN 13,125,776. It will be allocated to seven non-public preschools in the amount of PLN 8,507,224 and four primary schools in the amount of PLN 4,618,552.
A subsidy of PLN 209,652 was also planned for inter-municipal settlements related to children who are Bolesławiec residents but attend preschools in other municipalities. In his speech, Mayor Roman also presented expenditure on social assistance, culture, sports, conservation, restoration or construction work on a heritage site entered in the register of monuments, prevention programs, as well as activities related to ongoing projects and the launch of new projects co-financed with European Union and national funds.
Major budget tasks for 2021 concerning renovations and investments:
- Poland and Norway on the European Ceramics Route: bringing Bolesławiec and Porsgrunn into an international cooperation network of cities with ceramic traditions. Plan: PLN 3,140,064 in total, including PLN 854,516 in own funds and PLN 2,285,548 in EEA funding. The project includes work to give a new cultural function to the unused historic building that is Pückler Palace in Bolesławiec,
- Construction of a preschool in the left-bank part of the city – Osiedle Kwiatowe. Plan: PLN 6,800,000. The task involves constructing a preschool building and developing the surrounding grounds. The preschool is planned to have six preschool groups for 150 children,
- Construction of roads with lighting in the area of Ptasia-Widok streets in Bolesławiec,
- Construction of the municipal road on Ptasia Street in Bolesławiec,
- Improving flood safety for the city of Bolesławiec by modernizing and expanding the stormwater management system,
- Construction of roads with lighting in the area of Gdańska, Śluzowa, Lubańska and Warszawska streets in Bolesławiec,
- Construction of Orląt Lwowskich Street in Bolesławiec,
- Construction of Majora “Hubala” Street, including drainage and lighting, in Bolesławiec,
- Construction of Powstańców Warszawy Street in Bolesławiec,
- Construction of Grabowa Street in Bolesławiec,
- Construction of Morelowa Street with drainage and lighting in Bolesławiec, together with a connector to Grabowa Street,
- Renovation of the municipal road in Zabobrze (plots nos. 81/6, 82/1, 85/2 and 152),
- Construction of a sidewalk on Różana Street, together with preparation of design documentation,
- Construction of lighting for the rear area at 17–23 Chrobrego Street,
- Drainage for the side road leading to Kleeberga Street,
- Construction of traffic lights with a speed camera and a bicycle crossing at the pedestrian crossing along provincial road no. 350, Widok Street, in Bolesławiec,
- Construction of a multifunctional mini-pitch at Śluzowa Street in Bolesławiec,
- Delivery and installation of a Balance Park on the boulevard along the Bóbr River,
- Monitoring on the boulevard,
- Roof modernization at Municipal Public Preschool No. 7 at 5 Górne Młyny Street in Bolesławiec,
- Reconstruction of the retaining wall at Primary School No. 4 in Bolesławiec, 5 Bielska Street,
- Modernization of three restrooms at Primary School No. 4 at 5 Bielska Street in Bolesławiec,
- Reconstruction of the ORLIK sports-field fence at Primary School No. 2 at J. Słowackiego Street in Bolesławiec,
- Replacement of the floor in the large gymnasium at Primary School No. 2 at J. Słowackiego Street in Bolesławiec,
- Replacement of outdoor lighting fixtures at the ORLIK sports field at Primary School No. 2 at J. Słowackiego Street in Bolesławiec,
- Purchase of bus fleet vehicles—two zero-emission buses with alternative electric propulsion systems—together with accompanying infrastructure,
- Modernization of street lighting in the western and southern parts of the Lower Silesian Voivodeship,
- Modernization and expansion of the stadium in Bolesławiec,
- Preparation of renovation documentation for the pedestrian footbridge over the Bóbr River at Gdańska Street,
- Preparation of design documentation for construction of Nadrzeczna Street, including drainage,
- Preparation of design and cost-estimate documentation for construction of Stokrotek Street (a connector to Widok Street),
- Preparation of design documentation for construction of a bicycle path along county road no. 363—Kosiby Street—from Zygmunta Augusta Street to the city limits,
- Co-financing of county-level tasks,
- Construction of a fire road at 32D Al. Tysiąclecia in Bolesławiec,
- Thermal modernization of the residential building at 8ab Obrońców Helu Street in Bolesławiec, together with replacement of the roof covering,
- Construction of an avenue at the Municipal Cemetery in Bolesławiec, at Śluzowa Street,
- As part of the ongoing tasks of the Municipal Housing Management Company, expenditure was planned for payments into the renovation funds of housing communities. For 364 communities, PLN 1,589,000 was allocated for renovation of the common parts of properties.
Other services:
- Partial repairs of roadways, sidewalks and squares, grading unpaved roads, and construction of temporary surfaces on unpaved roads – PLN 770,000;
- Replacement and maintenance of vertical road signs, renewal and painting of horizontal markings (pedestrian crossings, parking spaces for people with disabilities, continuous lines along roads, bicycle-route markings, restoration of plot boundaries), and implementation of permanent traffic organization for the paid-parking zone – PLN 1,710,000,
- Maintenance of internal unpaved roads (grading and temporary surfacing, signage and ongoing repairs) – PLN 411,000;
- Emergency repairs of storm sewers in municipal roads – PLN 25,000,
- Maintenance of storm sewers and cleaning of street inlets – PLN 117,000,
- Ongoing maintenance of all road-lighting equipment and payment of electricity consumption costs – PLN 2,662,700,
