As we read on the Nowogrodziec Municipality website:
Pursuant to Article 384 § 3 of the Electoral Code, as of today [10 September – ed. istotne.pl], Krzysztof Durda ceases to serve as a councillor. As a result, supplementary elections will be held to complete the composition of the Nowogrodziec Municipal Council. They will be ordered by the Voivode of Lower Silesia and held within three months of the mandate’s termination.
Let us recall that we reported on the matter, among other occasions, in September last year. At that time, the then Voivode of Lower Silesia, Paweł Hreniak, terminated by substitute order the mandate of Krzysztof Durda, a councillor of the Nowogrodziec Municipal Council, and notified the Ministry of the Interior and Administration about the matter.
Officials from Nowogrodziec informed on their website:
The reason was a violation of Article 24f of the Act on Municipal Self-Government (conducting business activity using a commercial premises owned by the Nowogrodziec Municipality).
They added:
The above actions were preceded by proceedings before the Voivode. Despite being requested by the Voivode of Lower Silesia in a letter [z] dated 19 June 2019, the Nowogrodziec Municipal Council did not adopt a resolution on terminating the mandate of the aforementioned councillor.
For this reason, on 10 September 2019, the Voivode issued a substitute order in the matter.
Details of the entire matter can be found on the website of the Nowogrodziec Municipality.
