The following justification was presented by the Mayor of Nowogrodziec, Robert Relich:

Since the provisions of the Constitution of the Republic of Poland are directly applicable, and, in particular, Article 4 states that supreme authority in the Republic of Poland belongs to the Nation, and in implementing the request of the Ministry of the Interior and Administration forwarded by the Voivode of Lower Silesia on April 28, 2020, I decided to respond positively to the request from Poczta Polska S.A. and, on April 28, 2020, sent the electoral register data requested by the Management Board of Poczta Polska S.A. in Warsaw.

Many local governments across Poland have announced that, for now, they will not provide personal data. This is what Piotr Roman, the Mayor of Bolesławiec, will do, among others; he clearly said that without appropriate legal provisions, he would not release any sensitive data. For now, he has provided only numerical data on the number of voters in particular precincts, broken down by individual streets. This may help Poczta Polska match the number of postal workers to the appropriate areas of the city.
