The fact that, during the pandemic, interest in VOD services (video on demand – video on demand) increased did not escape the attention of those in power. The draft of the new Anti-Crisis Shield contains provisions amending the Cinematography Act. The justification? This is intended to help “the cinematography market in Poland in connection with the COVID-19 pandemic”.
How? As stated in the draft:
The lack of film screenings in cinemas and the worldwide increase in the use of on-demand media services during the COVID-19 pandemic necessitate the introduction of an obligation to pay a public levy amounting to 1.5 percent of the revenue generated from fees enabling the use of media-service portals in Poland, payable to the Polish Film Institute.
It is estimated that this change will provide the PISF with approximately PLN 15 million by the end of this year, as well as at least PLN 20 million annually in subsequent years. Details are available on the Radio TOK FM website.
The entry into force of these changes will probably mean that the prices for using VOD services will increase.
