We are publicizing the matter at the request of our reader. Until now, he had paid the city approximately PLN 360 per year for perpetual use of the land. In August, he received a letter in which the city hall offered him “acceptance of a new annual fee,” nearly seven times higher (over PLN 2,500). “This shows the state’s attitude toward ordinary citizens,” comments the Bolesławiec resident. “There are two groups: citizens and officials. The latter do everything they can to take money from people for their own expenses.”

“I think this change will affect many people in Bolesławiec,” says the reader. “What if I did not work anywhere?! Such a decision means death for an average person. What kind of state is it that does not protect its own citizens and contributes to the collapse of its own businesses? It would be like me contributing to poisoning my own children,” he adds.

“This is not harassment, and there is no question of any malice on the part of officials,” explains Jan Kisiliczyk, head of the Department of Property and Spatial Management at the City Hall. “Land values change. The law states that the fee for perpetual use may be updated, but no more than once a year. We update it approximately once every five years.”

As the official admits, such a substantial increase in fees is extremely rare. Usually, they increase two- or threefold. “There are times when the fee for perpetual use of a plot has not been updated for many years. That is why the increases can later be so sudden,” Kisiliczyk explains. “I understand that this may shock some people, but it is a way for the city to obtain appropriate income from its own properties.”
