The deadline for submitting any appeals against the selection of the most advantageous bid is April 6. If no appeals are filed, we will be able to sign the contract with the contractor quickly. The new 70-kilometre A18 will be completed at the turn of 2023 and 2024.

KIO decision and renewed assessment of bids

At the end of January this year, Strabag Infrastruktura Południe’s bid was selected as the most advantageous in the tender for reconstructing and adapting national road No. 18 to motorway standards on a section of nearly 12 km from the German border.

At the beginning of February, PORR appealed to the National Appeals Chamber, which upheld the appeal in full and ordered the contracting authority to repeat the assessment and examination of the bids, including rejecting Strabag Infrastruktura Południe’s bid.

DK18 will become A18

Adapting the existing DK18 to motorway standards has been divided into two scopes. The first covers a section approximately 1.3 km long from the end of the bridge over the Nysa Łużycka, where the contractor will be responsible for designing and expanding both carriageways.

On the further section, approximately 10.5 km long, the southern carriageway will be expanded. (The northern carriageway along the entire 70-kilometre section was reconstructed during the first stage of the work, in 2004–2006.)

“The southern carriageway of the A18 motorway has required reconstruction for years. We took on this challenge and secured funding for the project. The difficulties faced by drivers on this route will finally disappear. By 2025, the construction of Poland’s entire motorway network will also be completed,” stresses Andrzej Adamczyk, head of the Ministry of Infrastructure.

What does the GDDKiA contract include?

As part of the contract, the tender winner is responsible for designing and expanding national road No. 18 from the state border (behind the bridge over the Nysa Łużycka) together with the Olszyna interchange to km 11.860 (2 km beyond the Żary Zachód interchange), adapting it to Class A road (motorway) standards.

The project has been divided into two subsections: “zero,” from km 0.192 to km 1.500, and “one,” from km 1.500 to km 11.860. The project will be carried out under the “Design and Build” formula.

How long will the work take?

The time allocated for design work and construction, including obtaining the occupancy permit, is 36 months. Winter periods, lasting from December 15 to March 15 and counted as three months, are not included in the time allocated for construction. However, winter periods are included in the design period.

The project is divided into the following construction sections:

  • from the state border to km 11.86 (more than one kilometre beyond the Żary Zachód interchange toward Wrocław, sections “zero” and “one”) – selection of the most advantageous bid
  • from km 11.86 (more than one kilometre beyond the Żary Zachód interchange toward Wrocław) to km 33.76 (nearly 4 km before the Iłowa interchange) – construction contract signed on November 14, 2019.
  • from km 33.76 (nearly 4 km before the Iłowa interchange) to the voivodeship border – tender for construction works planned to be announced in the second half of 2020
  • voivodeship border – Golnice interchange – tender for construction works planned to be announced in the second half of 2020

The next two sections to Golnice are being prepared

GDDKiA:

Before announcing the tender to select contractors for the next two sections of the A18 motorway, we updated the documentation required to apply for a change to the decision authorising the road investment (ZRID). The relevant applications have already been submitted to the Lubusz Voivode. This concerns the section from km 33+760 to km 50+000 (16.2 km) and from km 50+000 to km 71+533, the Golnice interchange (21.5 km).

Once the new ZRID decision is received, we will announce a tender for implementation under the traditional system. We plan to complete the reconstruction of the route’s four sections and the adaptation of approximately 70 km to motorway standards at the turn of 2023 and 2024.
