As we read on the PZW website:

The PZW District in Jelenia Góra informs that Kozłów Reservoir (Stara Oleszna) – fishing site no. 1309, which was sold by Bolesławiec Municipality to a private individual on 8 January this year, will be removed from the District’s list of waters as of 1 February 2020.

As the District’s press spokesperson Paweł Kłobucki explains:

The new owner of the property (plots in the Kozłów and Stara Oleszna precincts), where the body of water is located, is not interested in leasing this area. Recreational fishing at this reservoir, based on a valid fishing licence and a permit issued by the District, will be possible only until 31 January 2020.
