One of the items on the agenda of the February session of the Bolesławiec City Council will be a vote on a draft resolution concerning “deeming the petition not deserving of consideration”. (The petition was submitted by attorney Renata Sutor of Rabka-Zdrój.)
The document’s statement of reasons reads:
A petition in the public interest, dated 6 December 2019, was submitted to the Bolesławiec City Council. Article 2(1) of the Petitions Act of 11 July 2014 was cited as the legal basis for the petition. The petitioner requested:
1) “an amendment to local law by creating a place in every municipality where it is possible to park free of charge, together with marking such a place with a parking road sign bearing the addition ‘free of charge’. I believe that such car parks should be created in every municipality so that a tourist or resident of a given municipality could calmly leave their car and visit the town or attend to various matters. I also call for free car parks to be provided in front of courts, municipalities, county offices, tax offices and other public offices;
2) support, by means of a resolution addressed to the Polish Episcopal Conference, my petition sent to the Polish Episcopal Conference calling for the full Enthronement of Jesus Christ as King of Poland, because our faith is something that cannot be of no concern to us, and especially cannot divide us. At this point, I wish to recall the words of St John Paul II, delivered on 29 June 2004 during the celebration of Saints Peter and Paul, namely: Ut unum sint! This is precisely the source of our obligation to strive for unity—it is a response to Christ’s ardent desire. This does not concern some undefined good-neighbourly relations, but an indissoluble bond of theological faith, on account of which our destiny is not division, but communion”.
The remainder of the statement of reasons mentions, among other things, that the Complaints, Motions and Petitions Committee of the Bolesławiec City Council examined the above petition and “conducted a detailed analysis of the subject constituting the petition”, as well as “carried out—where necessary—an explanatory procedure”.
Officials explain:
[...] it follows from § 106g(7) of the Statute of Miasto Bolesławiec that the Complaints, Motions and Petitions Committee prepares and presents to the Council an opinion containing a motion to consider or not consider a complaint, motion or petition, together with a draft resolution. Such an opinion was submitted to the Council and constitutes an appendix to this statement of reasons.The opinion states that the Committee proposes not to consider the petition because its subject matter does not fall within the tasks and powers of the petition’s addressee.
In view of the above, submitting this draft resolution to the Bolesławiec City Council is justified and necessary.
It is worth adding that, as the tarnow.net.pl website reports, R. Sutor “is sending, in bulk, to all local governments a petition calling for the full enthronement of Jesus Christ as King of Poland”.
