As we read on the Bolesławiec Municipality website:

We are delighted to announce that the project in which our municipality is a partner has been approved for implementation, receiving funding from the Regional Operational Programme of the Lower Silesian Voivodeship.

What does this mean?

Residents of the municipality will soon be able to start applying for funds to replace their boilers. (Formal procedures related to the project leader signing the agreement are currently underway.)

Who will be eligible for a grant?

Grants will be available to residents who want to replace non-environmentally friendly solid-fuel boilers and stoves, mainly coal-fired ones (the so-called smog boilers). The project concerns only single-family buildings. Homes with a good thermal standard—that is, insulated and sealed—will receive preference.

The grant will make it possible to replace them with highly convenient and inexpensive-to-operate heat pumps, as well as gas installations, biomass boilers or electric heating systems, provided that they are powered by energy from the owner’s photovoltaic system. Replacement with oil-fired or coal-fired boilers—even the most modern ones—is not permitted.

The project leader and operator, as well as its applicant, is the specialised engineering and design organisation Centrum Technologii Energetycznych, operating within Stowarzyszenie Wolna Przedsiębiorczość in Świdnica. The organisation invited eight municipalities from the western part of our voivodeship to cooperate, including Bolesławiec Municipality.

Municipal officials:

Funding for residents under the currently launched project will amount to up to 85% of the eligible costs of the new heating installation, but no more than PLN 35,000.

What is worth remembering?

  • The basic, though not the only, condition for obtaining a grant will be for the interested resident to participate in a grant competition.
  • The competition for residents will be announced by the project operator/grant provider. The anticipated launch date for the competition for residents is March 2020. (NOTE: this date is only indicative and may change, especially in the event of delays in signing the project funding agreement.)
  • When the competition is announced, detailed regulations will be presented, including the competition criteria, the method of submitting applications, the rules for their assessment, and templates of competition and application documents.
