In November 2007, we reported that the restructuring of the Bolesławiec Water and Sewage Company had begun. At the request of the mayor of Bolesławiec, the Minister of the State Treasury signed a commercialization act, under which PWiK was transformed into a limited liability company. Ireneusz Maszko, the company’s former director, became its president.
The ministry’s decision was the first stage in PWiK’s restructuring. “For many years, PWiK has not been a municipal company, which is unique in our country,” Mayor Piotr Roman said at the time. “That is why this first step makes us so happy and brings us closer to municipalization—to the municipal government regaining ownership of the company.”
During a City Council session held on Wednesday, June 24, the mayor informed councillors that the company would soon be municipalized. “If everything goes well, the day after tomorrow [czyli 26 czerwca – przyp. red.] at 1:15 p.m. in Warsaw, at the ministry’s headquarters, a document will be signed as a result of which PWiK will be municipalized,” said Piotr Roman. “This will be the end of a long journey lasting many, many years,” he added.
As we have learned, a decision to transfer 85% of the company’s shares free of charge to the “Bóbr” Intermunicipal Association (that is, the Bolesławiec urban and rural municipalities) is expected later this month. What will change? “PWiK will become the property of the local community, rather than the Minister of the State Treasury,” explains Ireneusz Maszko. “Decisions will be consulted with the city and municipality of Bolesławiec, rather than with the ministry.”
