The budget session of the Bolesławiec County Council is under way in the so-called round building. The County’s budget proposal for the coming year was presented by starosta Tomasz Gabrysiak. (He spoke, among other things, about investment projects planned for 2019, including the bridge on Mostowa Street. “We hope that this project can be completed,” he stressed.)
The vote was preceded by a discussion. The first to speak was Tomasz Matyjewicz, an unaffiliated councillor. He mentioned the extremely unequal treatment of local-government investment partners. (He was referring to the road in Osła, a project planned in Gromadka commune. In the councillor’s opinion, the commune’s contribution to the county road project is proportionally much higher than that of other communes in the County’s other investments.) He added that such cooperation did not bode well for the future.
T. Gabrysiak stressed that the county self-government is very grateful to its commune partners. He added that the Gromadka commune head had declared PLN 1 million for the project. If he had declared more, the County would have accepted that amount as well. He also said that the agreement with Gromadka’s head had been concluded in the summer.
At the end, the starosta thanked all the heads of communes in Bolesławiec County for their cooperation on the investments.
Karol Stasik, the former Bolesławiec starosta and current councillor, explained that in the case of the investment in question, the arrangements were that the County’s contribution would be low so that the road in Osła could be completed at all. “At that time, there was no possibility for us to [Powiat – przyp. red.] give more.
The heads of the groups in the Bolesławiec County Council then spoke. Władysław Bakalarz of the Non-Party Local Government Members recommended that councillors vote for the budget. (“In our opinion, this budget bodes well for good cooperation with other communes.”)
Jan Russ, head of Wolny Bolesławiec, announced that the group would monitor implementation of the budget but would support it. K. Stasik of the Local Government Platform spoke in a similar vein.
Meanwhile, Marcin Stróżyński, chairman of the Law and Justice group, noted that the Law and Justice councillors fully supported the budget.
As many as 20 councillors voted in favor of adopting the resolution. Tomasz Matyjewicz abstained.
