The projects are co-financed from funds originating from European Union programs and the state budget. The City’s budget includes both projects that are being implemented or settled in 2018 and those planned for implementation subject to obtaining external funding.
Among the tasks carried out by departments of Bolesławiec City Hall is the project “Culture Without Borders – Renovation of the Amphitheatre in the Municipal Park in Bolesławiec and the Open-Air Stage »Weinau« in Zittau”. The task is being implemented as a partnership project, based on a project co-financing agreement concluded on 20 December 2016 under the INTERREG Poland – Saxony Cooperation Programme 2014–2020.
The project includes the renovation and expansion of the amphitheatres in Bolesławiec and Zittau, as well as joint cultural events. Project completion date: 30 September 2018. On 3 January 2017, the construction works related to the renovation of the amphitheatre in the Municipal Park in Bolesławiec were accepted. The total project value is EUR 945,882.62; EUR 141,882.42 – own contribution; EUR 804,000.20 in requested ERDF funding under the INTERREG Poland – Saxony Cooperation Programme 2014–2020.
The value of the task on the part of the Bolesławiec urban municipality is EUR 430,412, including EUR 64,561 in own contribution. The plan for 2018 amounts to PLN 41,000 in total, including: PLN 6,150 – own funds, PLN 34,850 – ERDF funds. The funds will be used to organize joint cultural activities of the project partners in the restored amphitheatre.
“Purchase of Low-Emission Bus Fleet for Public Transport in Bolesławiec”. The task involves purchasing 13 brand-new low-floor buses meeting the Euro 6 exhaust emission standard, fully adapted to the needs of people with disabilities and equipped with a designated bicycle space. Promotional activities have also been planned, such as marking the purchased vehicles, installing a commemorative plaque and publishing information about the funding on the beneficiary’s website.
The task is being implemented with external funding under the Regional Operational Programme for the Lower Silesian Voivodeship 2014–2020, based on a project co-financing agreement dated 9 May 2017. Bus delivery deadline – Q2 2018. The total plan amounts to PLN 12,820,000, including: PLN 3,974,900 – own funds, PLN 8,845,100 – funds under ROP Lower Silesia 2014–2020.
“Knowledge Centre – Adaptation of the Former Department Store Premises for Public Use in Bolesławiec”. The task concerns the reconstruction of an existing retail and service building, the former Mieszko Department Store, to serve as the headquarters of the Municipal Public Library. As a “third place,” the library symbolizes a public space understood as a place for social meetings, communication, leisure, learning, relaxation and cultural activities.
The task is planned for implementation with external funding under the Regional Operational Programme for the Lower Silesian Voivodeship 2014–2020. The application was submitted on 4 April 2017. On 18 December 2017, the project passed the formal assessment and was referred for substantive assessment. The total task value is PLN 15,304,000. The plan for 2018 amounts to PLN 12,000,000 in total, including: PLN 5,250,900 – own funds, PLN 6,749,100 – funds under ROP Lower Silesia 2014–2020.
“Construction of a Spatial Information System and Development of Public E-Services and Electronic Administrative Services in the North-Western Part of the Lower Silesian Voivodeship”. On 28 February 2017, an agreement was signed for project funding from the Regional Operational Programme for the Lower Silesian Voivodeship 2014–2020. The project is being implemented by 10 municipal governments – signatories to the “Agreement on Cooperation for the Socio-Economic Development of the Western Integration Area.”
As part of the project, an integrated IT system was purchased to serve the Municipality and its budgetary units. The system includes modules enabling remote communication between departments and units in the areas of:
- information exchange
- case handling
- financial settlements
- accounting
- budgeting.
The project also includes launching a central unit operating the spatial information system for 10 municipalities. System implementation is currently underway. Total project cost: PLN 15,668,636, including PLN 3,387,725 for the Bolesławiec urban municipality. Total funding: PLN 13,318,340, including PLN 2,879,566 for the Bolesławiec urban municipality. The plan for 2018 amounts to PLN 2,708,533 in total, including: PLN 606,881 – own funds, PLN 2,101,652 – funds under ROP Lower Silesia 2014–2020.
“TEN-T Passenger Transport Connections of Border Regions/TRANS-BORDERS – Construction of a Transfer Centre in Bolesławiec”. The project involves cooperation between partner institutions from Poland, Germany, the Czech Republic, Austria and Slovenia to improve connections between peripheral cross-border regions and the Trans-European Transport Network. As part of the project, the City of Bolesławiec received funding to develop the concept and complete design documentation for the construction of a Transfer Centre in Bolesławiec. The project is scheduled for implementation in 2017–2019. Funding source: European Regional Development Fund 2014–2020 (Central Europe Interreg programme).
Project value: EUR 2,344,972.86, including EUR 277,328.10 for the City of Bolesławiec. Project funding: EUR 1,935,028, including EUR 235,728.88 for the City of Bolesławiec; the city’s own funds: EUR 41,599.22. The plan for 2018 amounts to PLN 1,041,020 in total, including: PLN 156,138 – own funds, PLN 884,882 – funds under the INTERREG Central Europe programme.
“Regional Prosumer Energy Programme – Photovoltaic Micro-Installations in Single-Family Buildings in Selected Municipalities of Lower Silesia”. The task is intended to provide the opportunity to obtain grants for residents of 14 partner municipalities to install prosumer systems, i.e. household photovoltaic renewable-energy installations generating electricity for single-family homes. Approximately PLN 1.2 million has been allocated for grants and will support around 40 installations in Bolesławiec. The plan for 2018 amounts to PLN 19,550.
Among the projects planned for implementation is “Comprehensive Modernization of Street Lighting in the City of Bolesławiec”. The task concerns the comprehensive modernization of street lighting by replacing conventional bulbs with fixtures equipped with LED light sources, power reducers and brightness sensors, enabling different light-intensity levels and precise adjustment to all nighttime conditions, as well as motion sensors. The task is planned for implementation with external funding under the European Regional Development Fund. The total plan amounts to PLN 2,000,000, including: PLN 342,500 – own funds, PLN 1,657,500 – funds under ROP Lower Silesia 2014–2020.
“Construction of the Amphitheatre Shell in the Municipal Park in Bolesławiec”. The task concerns the construction of an amphitheatre shell in the Municipal Park in Bolesławiec. The shell is planned to be made of tempered glass, with part of its covering made of sheet metal, on a supporting structure of glued laminated timber. The task is planned for implementation as part of the project entitled “Culture Without Borders – Renovation of the Amphitheatre in the Municipal Park in Bolesławiec and the Open-Air Stage »Weinau« in Zittau,” implemented as a partnership project under a project co-financing agreement using external funds from the INTERREG Poland – Saxony Operational Programme 2014–2020. The total plan amounts to PLN 900,000, including: PLN 600,000 – own funds, PLN 300,000 – ERDF funds under the INTERREG Poland – Saxony Cooperation Programme 2014–2020.
“REVIVAL! – Revitalization of the Historic Cities of Lower Silesia and Saxony”. The project involves cooperation between 13 partners from the border area of Lower Silesia and Saxony: local-government units and scientific and research institutions. The project aims to revitalize historic city centres in the border area and strengthen the regional identity of border-area communities by focusing on architectural and cultural heritage and increasing attractiveness for tourists.
As part of the project, the revitalization of Bolesławiec’s old town is planned to continue by expanding the cultural offering and placing ceramic art installations in Bolesławiec Market Square. In November 2017, an application for project funding from EU funds under the INTERREG Poland – Saxony Cooperation Programme 2014–2020 was submitted. Project implementation depends on obtaining funding. Implementation period: 2018–2020. Total project value: EUR 1,033,521, including EUR 30,682 for the City of Bolesławiec. Total requested project funding: EUR 878,067, including EUR 26,080 for the City of Bolesławiec.
