The vote on a resolution to donate the building on Zwycięstwa Street to the Municipality of Bolesławiec was preceded by heated debate. Deputy County Head Tomasz Gabrysiak spoke, referring to media suggestions that the City had “made money” on the exchange of buildings. The deputy county head recalled, among other things, that the County had already tried twice to sell the property on Zwycięstwa, and that it was the City that once transferred the County Office’s current headquarters on Armii Krajowej Street to it. The official stressed: “I don’t think this is an opportunity for us to send each other bills.”
Ziemia Bolesławiecka councillor Maciej Małkowski suggested that the County wait before transferring the plot on Zwycięstwa. Its value could increase. It could then be sold, and the City could simply be paid for the “number two” building. “Today, this exchange is not equivalent at all; the County is half a million zlotys worse off,” M. Małkowski noted. “It could be done better.”
“What you are doing is pure populism,” T. Gabrysiak retorted. “You had six months to discuss this matter with the Board.”
Deputy Chair of the County Council Józef Król: “Councillor Maciej Małkowski takes every opportunity to build his position with future elections in mind. Meanwhile, the point is to do something good, not look for problems where there are none. I appeal for support for this resolution.”
Kazimierz Gawron from the opposition said: “We cannot approach everything solely in business terms. Local governments can transfer real estate and assets to one another if this serves the common good. This is evidence of sound management. Jan Russ accused me of being a toady; I have never been one and never will be. As an independent councillor, I will always support good ideas.”
Jan Russ of PiS said: “If County Head Dariusz Kwaśniewski were here, he would fight for those 500,000 zlotys.”
“There are several issues that should unite us. The matter of the special school should not raise such doubts,” Tomasz Gabrysiak noted. “Councillor Małkowski wants to sell the plot on Zwycięstwa to developers. We are not a real estate agency; we want to transfer it to the City, which plans to build municipal housing there.”
DESPITE THE HEATED DEBATE, the councillors unanimously approved donating the property on Zwycięstwa Street to the Municipality of Bolesławiec.
