PLN 3 million from the bond issue

Councillors are due to consider the draft resolution on the issue of municipal bonds and the rules for their sale, purchase and redemption at the session on 29 October 2026.

The draft provides for the issue of 3,000 bonds with a nominal value of PLN 1,000 each, giving a total of PLN 3 million. The bonds are to be issued in 2026 in a single series designated A26.

The deficit and earlier liabilities

The draft’s justification identifies two purposes of the issue: covering the planned 2026 budget deficit and repaying previously incurred liabilities.

The county authorities argue that bonds make it possible to obtain funds directly from the capital market, and that the cost of such financing may be competitive compared with bank loans.

Repayment by 2031. Four annual instalments

The draft provides for the redemption of the bonds in four annual instalments. Each year, the county is to repay PLN 750,000 of principal:

  • 2028: PLN 750,000,
  • 2029: PLN 750,000,
  • 2030: PLN 750,000,
  • 2031: PLN 750,000.

The final decision rests with the councillors

Adopting the resolution will provide a formal basis for starting the bond-issuance procedure. Its implementation has been entrusted to the Bolesławiec County Board.

If the councillors adopt the draft, the county will be able to begin efforts to obtain PLN 3 million. In the following years, however, it will have to repay not only the principal but also interest.
