We wrote about Krzysztof Kozicki’s case in September. The boy, the only finalist from among Bolesławiec’s students in the provincial “zDolny Ślązaczek” competition, did not receive a scholarship from the mayor. He received no money solely because he lives in Kruszyn. Under a resolution of the City Council, the mayor’s awards are granted only to students registered in Bolesławiec. The boy also received no money from the head of Bolesławiec Rural Municipality—the scholarship regulations drawn up by the Rural Municipality contain no provision for children from the municipality who attend city primary schools.

As Helena Szymula, director of the Municipal School Services Office, points out, the issue of controversial scholarship criteria concerns not only Krzysztof Kozicki, but also several students of the city’s middle schools. “I think both sides should take some steps. Talks are certainly needed,” emphasizes Helena Szymula. In her view, however, the problem can be resolved if the city and municipal authorities are willing to do so.

For this to happen, an agreement between both sides is, of course, needed. The issue should be considered by councillors of the City Council and the Municipal Council. Perhaps decisions on the matter will be made at one of the next sessions of both councils.
