The result? Some residents have stopped collecting their pets because they do not want to receive a high fine (PLN 250) from the Bolesławiec Municipal Police. “The word is already out, and people are starting to be afraid to come here,” Piotr Słowiński of Polskie Radio Wrocław Bogdan Mościcki, head of the shelter for homeless animals in Przylasek (Platerówka municipality, Lubań County), was told.

Kamila Chalewicz-Pudłowska, commander of the Bolesławiec Municipal Police, explained to the PRW journalist that “the owner is responsible for failing to take ordinary precautions when keeping an animal” and that “municipal police officers cannot pretend that no offence has occurred.”
