The partnership agreement for the implementation of the project was signed by ten municipalities: Nowogrodziec Municipality, Osiecznica Municipality, Osiecznica Municipality, Warta Bolesławiecka Municipality, Gromadka Municipality, Bolesławiec Municipality, Lwówek Śląski Municipality and City, Zawidów Urban Municipality, Zagrodno Municipality and Sulików Municipality. The lead partner is the Bolesławiec Urban Municipality.

The project is being implemented under the Regional Operational Programme of the Lower Silesian Voivodeship 2014–2020, co-financed by the European Union and the European Regional Development Fund, for the following tasks:

  1. Purchase of domain-specific systems with data implementation;
  2. Purchase of equipment and furnishings.

The planned total cost of the project is PLN 15,668,635.97, while the amount of funding under the programme is 13,318,340.57 PLN, representing 85% of eligible costs.

“In the competition under the Regional Operational Programme for the Lower Silesian Voivodeship, our application received 74 points – the second-highest substantive assessment, just 1 point fewer than the best one,” Bolesławiec mayor Piotr Roman informed. The project partners met to complete the documentation required before signing the funding agreement. The annex precisely regulates relations between the project partners.

“If we quickly sign the agreement with the Voivodeship Board, the tender procedures will continue until the end of May 2017. Then we will face implementation and the construction of a Spatial Information System for ten municipalities from four counties (all six municipalities in our county, two municipalities from Zgorzelec County, and one each from Lwówek and Złotoryja counties),” secretary Jerzy Zieliński informed.

It is worth recalling that the main objectives of the project include:

  • implementation of an integrated Spatial Information System in ten municipalities, including the purchase of equipment, hardware and software and data implementation;
  • implementation of domain-specific systems in seven municipalities, enabling the provision of public e-services;
  • purchase of the equipment and infrastructure necessary to launch the systems.

The project also aims to establish a Central Unit (Shared Services Centre), whose task will be to manage and administer the resulting Spatial Information System, support municipalities in updating and administering data, and implement a pilot e-services programme for schools and preschools in Nowogrodziec Municipality.

“All of this is a huge challenge for every municipality. It is important that the coordinating team, which includes representatives of all the partners, operates efficiently and with full trust among its members,” emphasised Bolesławiec mayor Piotr Roman.
