Among the tasks planned for the current year, investment and renovation works were carried out to a significant extent, while the scope of tasks scheduled for completion by the end of the current year was also expanded. This was possible thanks to the proper collection of tax revenues and effective efforts aimed at obtaining additional budget funds. These included, among other things, negotiating favourable rates for the implementation of tasks carried out through tenders, concluding agreements with institutions and enterprises interested in participating in the implementation of tasks within the municipality, as well as placing temporarily unnecessary funds in fixed-term deposits.
The Municipal Council approved the proposed expansion of the material scope of planned tasks at the beginning of July, following the generation of additional financial resources for their implementation.
After the first half of the current year, the budget plan was increased by approximately PLN 5.5 billion on both the revenue and expenditure sides. The more important tasks completed during the period in question included the following:
1. construction of the main water-supply network for the villages and the Ocice-Kraszowice-Nowa colony,
2. construction of a transit water pipeline for the villages of Stare Jaroszowice-Nowe Jaroszowice,
3. commencement of the preparation of technical documentation for the construction of a water-supply network for the villages of Trzebień-Trzebień Mały-Parkoszów and for the village of Dobra,
4. modernisation of municipal roads by laying asphalt surfaces over a total length of approximately 2.7 km in the villages of Łąka, Bożejowice, Ocice and Kraśnik Dolny-Kraśnik Górny; laying a hardened stone surface on the 1.6-km Kraszowice-Suszki road, together with repairs to the Nowe Jaroszowice-Kraszowice road; and renewing the bituminous surfaces of roads constructed in previous years. The hardening with stone of the road along the Krępnica-Golnice route is currently under way,
5. the municipality contributed to the cost of constructing a 2.6-km section of asphalt road along the Bolesławiec-Krępnica route, as well as repairing potholes in the surfaces of provincial roads in several localities,
6. technical documentation was prepared for the implementation, planned for the current year, of stages I and II of the gasification of the village of Łaziska, and work began on preparing documentation for the construction of a gas pipeline for the village of Dobra,
7. ongoing activities were carried out in the field of municipal services, including maintenance of street-lighting equipment, organising rural waste-collection points, subsidising PKS and MZK transport, together with contributing to the cost of purchasing two buses for MZK, selling properties owned by the municipality and acquiring properties for municipal ownership for the implementation of its own tasks,
8. renovation works were carried out on municipal residential buildings in the villages of Żeliszów, Łaziska, Kraśnik Górny and Kruszyn, as well as on a building in Trzebień intended as accommodation for a teacher’s family, following their relocation from the school building in Dąbrowa,
9. financing of the ongoing operations of the OSP,
10. preparation of documentation for the development of the water reservoir in Krępnica for recreational and leisure purposes,
11. expenditure related to the operation of preschool classes, financing transport for children to schools and renting a swimming pool for swimming lessons,
12. renovations of school facilities, chiefly major renovations of primary schools in Dąbrowa and Żeliszów, as well as safety and construction works in Trzebień (the post-military school), Ocice (the former school building), Stare Jaroszowice and the remaining facilities; preparation began of technical documentation for the construction of a new sports field at the former military school in Trzebień,
13. documentation for the construction of gymnasiums is currently being prepared, as construction of one of the facilities is planned to begin later this year,
14. the Municipal Culture and Sports Centre organised, in accordance with the plan, a series of cultural and educational as well as sports and recreational events covering the entire municipality, aimed mainly at children and young people,
15. summer recreation was organised for young people in the form of a three-session camp in Parkoszów for 300 participants; the municipality provided free transport for the children, financed the organisational costs and covered part of the young people’s stay at the camp,
16. renovation works were carried out at cultural institutions in Nowa Wieś and Kruszyn,
17. the municipality subsidised the ongoing maintenance of Rural Health Centres and purchased two dental units and three lamps for dental fissure sealing for the Rural Health Centres in Dąbrowa, Kraszowice and Kraśnik Dolny; it also contributed to the purchase of a cardiac ultrasound machine,
18. assistance was granted to beneficiaries in the form of targeted allowances as part of the municipality’s own tasks,
19. the planned renovation of the Municipal Office’s administrative building was commenced, involving a change in the method of heating the building, the installation of an exterior façade and interior painting.
20. the residents of Kruszyn are carrying out the planned construction of a funeral home as part of a community project.
It was not possible to begin the planned implementation of two telephone-network projects in the municipality (Trzebień and Stare Jaroszowice), despite many months of discussions with the Directorate of Telekomunikacja Polska S.A. in Jelenia Góra. Negotiations have now been initiated with another network operator – the SILESIA Foundation.
The information presented is only a brief summary of the work carried out in the municipality during the first nine months of the current year, aimed at improving the living conditions of the village residents. The completed works were carried out with substantial participation and commitment from village councils, village self-governments, and the interested workplaces and institutions.
