Currently, land owned by the State Treasury (formerly the State Land Fund) is administered by the Agricultural Property Agency of the State Treasury, under the principles set out in the Act of 19 October 1991. The municipality was authorized to conduct the sale and acquisition of agricultural property owned by the State Treasury under an agency agreement concluded between the Agency’s Regional Branch in Wrocław and the Municipal Office.
The sale of agricultural property owned by the State Treasury takes place by tender, except where the right of pre-emption applies, which concerns only land leased for more than three years. No discounts or preferential terms are provided for the sale of land; the only option is for the Agency to spread the repayment of the amount due into installments. A list of State Treasury land located within Bolesławiec municipality and intended for agricultural use was made public by posting it on notice boards in individual localities and at the Municipal Office.
The list includes the name of the locality, plot numbers, land classification, area and value.
The value of the plots listed was estimated on the basis of the average purchase price of one quintal of rye in the quarter of 1992, as reported by the Central Statistical Office, and has been in effect since January of this year. Currently, the price of one hectare of fourth-class land in our municipality is approximately PLN 10 million, while third-class land costs approximately PLN 15 million.
