Due to a lack of funds, investments affecting the city’s further development were limited, and to a significant extent. The 1993 plan did not include, among other things, the following projects:
- construction of two non-school buildings on Lubańska and Kościuszki Streets,
- provision of utilities to areas intended for residential construction in the Kwiatowe housing estate,
- co-financing the construction of the second-level Music School,
- interior renovation of the town hall building,
- renovation of the building formerly occupied by the Kutuzov Museum,
- construction of a car park in the area of G. Młyny and Łokietka Streets,
- purchase of garbage trucks, street sweepers and buses for MZK.
Including the listed projects in the plan would require more than 12 billion zlotys. The budget does not provide for establishing a budget reserve.
