The last session of the Municipal Council in 1992 was held on 29 December and was devoted mainly to adopting the municipality’s financial and material plan for 1993. The councillors approved the plan and adopted 15 other resolutions concerning budgetary matters and land management.
In discussions on the plan’s assumptions, the councillors concluded that the tasks proposed in the draft were essential to carry out. However, because the level of expenditure significantly exceeded the estimated revenue, it became necessary to select the most urgent tasks.
The main priority areas for implementation included water supply, telephone network development and education (renovations and modernisation of school buildings). In addition, among other things, a proposal was adopted to construct from the municipality’s budget funds only the main and distribution water-supply network for Ocice - Kraszowice - Nowa, leaving the construction of connections and internal installations to be carried out by users at their own expense (future users will not be charged for the construction of the water-supply network). The northern direction for the municipality’s telephone network (Bolesławiec - Kraśnik Dolny - Trzebień) was selected for implementation as a priority.
The adaptation and renovation of the former Soviet school in Trzebień was scheduled to begin (bringing in external heating, water and sewage, and electrical systems), as were renovations of the Primary Schools in Dąbrowa and Żeliszów.
Moreover, the Council considered it advisable to inspect the municipal roads at the beginning of the year in order to identify maintenance needs and select sections for modernisation.
Ultimately, a proposal was approved to participate in the commencement of joint gas investments with the city, covering the villages of Dobra, Łaziska and Kruszyn. Current non-investment expenditure in the remaining areas was accepted at the amounts proposed in the draft plan.
