On 22 December 1992, a City Council Session was held that deserves to be recorded in the chronicle of the city’s events for at least two reasons:
- it was very long, lasting from 10:00 a.m. to 8:00 p.m.;
- at one point it became very stormy and controversial.
Its duration was dictated by a comprehensive agenda containing 12 main items and 28 sub-items, as that was the number of draft resolutions prepared under item 11.
The stormy and controversial exchange of views was provoked by a guest’s appearance, which had not been planned in the agenda and was unexpected both in content and form—the President of the Bolesławiec Merchants’ Association accused the councillors and city authorities of arrogance and something resembling a lack of economic knowledge or understanding. This naturally had to arouse considerable emotion and sharpen the tone of the speeches.
The councillors’ protest against the SKB president’s appearance and the position expressed in the posters put up around the city took the form of a statement adopted by the councillors immediately after the Session, as well as a statement by the City Board dated 30 December 1992.

One of the more important City Council resolutions was undoubtedly Resolution No. XXX/195/92 concerning the rules for managing commercial premises owned by the Bolesławiec municipality. It concerns new rent rates in force from 1 January to 30 June 1993.
Those interested are referred to the City Office, where detailed lists of the new rates for the three zones are displayed in the lobby on the notice board. Reprinting the entire list of rates in “Głos” is unfortunately impossible due to the limited space in our columns. We are, however, providing a selection of arrangements contained in some (though not all) of the resolutions adopted by the councillors at the Session on 22 December 1993.
- MZK bus ticket prices in force from 11 January will be: PLN 2,400 for a single ticket and PLN 60,000 for a monthly ticket on one line. Reduced-fare tickets will cost half as much. The penalty for travelling without a valid ticket will be PLN 200,000. (Detailed ticket prices are also displayed on the City Office notice board and available from MZK.)
From 1 January 1993, new market fee rates will apply. For example, when selling goods from a basket, bucket, hand or similar container, the fee will be PLN 5,000; for sales from a handcart or an occupied stand, per 1 sq. m of surface area, PLN 22,000; sales from a horse-drawn cart, PLN 20,000; and sales from a vehicle, depending on its tonnage, from PLN 40,000 (1.5 tonnes) to PLN 100,000 (over 5 tonnes).
- From 1 January 1993, new dog-ownership tax rates will apply and will amount annually to PLN 76,000 for the first dog and PLN 90,000 for each subsequent dog.
Representatives were selected to serve on the Supervisory Board of the Health Care Complex, as were candidates for membership of the Supervisory Board of the Voivodeship Hospital for the Nervously and Mentally Ill.
