The city and municipal authorities should cooperate closely on the implementation of joint investments in the city and in the localities situated in its vicinity.
This intention guided the third consecutive meeting of the City and Municipal Boards, during which the draft local general spatial development plan for the city was analyzed. The Boards presented the designers with proposals for changes to elements of the plan, such as:
- the location of a municipal cemetery next to the Kutuzov Cemetery on II Armii Wojska Polskiego Street, on the boundary between the city and the village of Dobra,
- a local bypass in the area of the railway tracks and allotment gardens, on the site of the excavation, provided that the city authorities resolve the disputed issues with the residents of the village council with a view to ensuring the village with the necessary infrastructure,
- connecting the technical infrastructure of the Kwiatowe and Przylesie housing estates with the area of the village of Dobra (a new water supply system for the city, a water and sewage network, and a shared pressure-reduction station for gas deliveries).
- supplying gas to the villages of Łaziska and Kruszyn by building shared pressure-reduction stations for these villages and for the boiler house on W. Wasilewskiej Street, planned as a gas-fired boiler house; connecting villages located radially around the city to the municipal water supply system by building a water intake shared by the city and municipality in the village of Rakowice.
IS IT WORTH INVESTING IN HISTORIC BUILDINGS?
For many years, we sporadically received signals from interested residents of Jelenia Góra, Kraków, Skarżysko Kamienna, Łódź, Lubin and Bolesławiec, as well as from a company from Warsaw, about their possible plans to purchase the palace in Ocice. After we provided more detailed information about the technical condition of the building, the enthusiasm of those interested faded, as the prospects of carrying out its restoration effectively discouraged them from investing financial resources.
The 16th-century palace, with elements of a reconstruction carried out in the 20th century, stands together with a fragment of the former park on a plot measuring 0.63 hectares and, until it was municipalized, was owned by the State Treasury. According to an expert assessment carried out last year, the condition of the building shows a very serious degree of deterioration. It would nevertheless be unreasonable to demolish it, as the historical and architectural value of the palace, entered in the register of the Voivodeship Monument Conservator, is high.
The historic value of the building was appreciated by representatives of the Design and Investment Company STUDIO PROJEKT from Wrocław. As specialists in the architectural sector, conducting, among other things, the restoration of historic buildings, they decided that it was worth protecting the palace from further deterioration and restoring it to its former glory. Guided by the positive opinion of the Conservator and a resolution of the Municipal Council, the palace was sold to this company for tourism purposes (an inn), in accordance with the character of the building, its architecture and location. In the future, there is a possibility of expanding the scope of operations by purchasing land located in the immediate vicinity of the palace.
The buyers are aware that the final result lies at the end of a long and difficult road, above all involving the need to invest substantial capital, as well as resolving the issue of rehousing the tenants living in the palace and providing them with suitable accommodation.
A BUDGET IS BEING PREPARED
The Municipal Board initially considered the assumptions for the draft financial and material plan of the municipality for the coming year. At the beginning of December, the draft will be assessed by the subject committees of the Municipal Council so that its final version can be submitted to the Council for adoption on 29 December.
