On 16–17 September 1996, the Prime Minister’s plenipotentiary for the development of former Soviet property, Prof. H. Goik, visited Świętoszów together with his Programme Council.
The host and organiser of the meeting was the Silesian Military District. Participants in the meeting included: J. Pezda – Jelenia Góra Voivode; A. Łękawa – the Voivode’s plenipotentiary for former Soviet property; Brig. Gen. Ratajczak – Deputy Commander of the Silesian Military District; Brig. Gen. A. Bortnowski – Commander of the 11th Armoured Cavalry Division; M. Michalski – PSL member of parliament; J. Karwacki – Chairman of the Osiecznica Municipal Council; and W. Nalazek – Head of Osiecznica Municipality.
During the two-day visit, issues concerning the development of Świętoszów, both in its military and civilian sections, were presented. So far, the problems of the municipal and industrial waste landfill and educational institutions have been addressed; investments are currently being carried out.
The landfill is financed from funds provided by the National Fund for Environmental Protection, the municipal budget, the budget of the Ministry of National Defence, and a targeted grant from the state budget for the development of former Soviet property.
The modernisation of educational institutions consists of opening a primary school and a kindergarten; these tasks will be financed from the municipal budget, the budget of the Ministry of National Education, and a targeted grant from the state budget.
All participants in the meeting agreed that the most important task in Świętoszów was a decisive improvement in technical and social infrastructure, starting with telephone services and extending to healthcare and security. The Programme Council left convinced that the problem of developing Świętoszów was exceptionally complex and required substantial support.
The Osiecznica Municipal Board believes that this will be reflected in next year’s budget of Osiecznica Municipality.
