The “Rzeczpospolita” Ranking aims to identify and reward the best-managed cities and municipalities in Poland. Bolesławiec, in the category of urban and urban-rural municipalities, placed 31st in the country—last year it was 12th. The distinction for the Municipality of Bolesławiec was collected in Warsaw on 13 July by Tomasz Gabrysiak, the city president’s representative for investor services.

The ranking’s laureates are selected by an independent committee chaired by MEP Jerzy Buzek. The ranking was conducted on the basis of a thorough analysis of municipal finances. The classification was carried out in two stages. In the first stage, the committee analyzed, among other things, the growth rate of expenditure per inhabitant (excluding EU funds), the value of EU funds and local-government debt in the years 2003–2006.

A total of 450 local governments qualified for the second stage. At this stage, the committee assessed, among other things, the number of applications for funding submitted by non-governmental organizations (also in the years 2003–2006), the results of sixth-graders’ and middle-school students’ tests in 2005 and 2006, the number of new companies and expenditure on promotion.
