We prepared a comparison showing how local governments handle making contract registers public. We asked not only whether they publish them (or not), but also why they decided to take that step. We present the responses in the order in which we received them.
| Office | If it publishes one, why? | If not, why not? |
|---|---|---|
| Bolesławiec County | Katarzyna Biegasiewicz-Mularczyk, spokesperson for the Bolesławiec County Office: “For us, the matter is simple: all contracts are published in the Public Information Bulletin, but we do not provide the names of individuals (in accordance with the Personal Data Protection Act). In this way, we broaden the scope of transparency. We have nothing to hide. We want this spending and these contracts to be transparent. It is a gesture toward taxpayers.” | Not applicable. |
| Warta Bolesławiecka Municipal Office | Not applicable. | Mayor Mirosław Haniszewski: “At the Warta Bolesławiecka Municipal Office, registers of various contracts and contracts for specific work are currently maintained as central registers forming part of the misPartner/offices electronic document management system. The system does not provide the technical possibility of directly transferring the registers to the Public Information Bulletin website; however, the Municipal Office is considering publishing the registers by posting scans of completed annual registers.” |
| Nowogrodziec Municipal Office | Not applicable. | Mayor Robert Marek Relich: “At present, the contract register maintained by the Municipal Office is handled using the IT solutions currently available. Its direct publication in the Public Information Bulletin requires work, including modifying the register (for example, removing legally protected data). I would also like to point out that, pursuant to Resolution No. XXII/149/16 of the Nowogrodziec Municipal Council of 29 March 2016, the Nowogrodziec gmina joined a partnership to implement the project entitled ‘Construction of a Spatial Information System and development of public e-services and electronic internal administrative services in the north-western part of the Lower Silesian Voivodeship.’ This project will contribute to expanding e-services for residents; the IT system will also be expanded to make it easier to serve residents, including access to the contract register through a dedicated application.” |
| Gromadka Municipal Office | Not applicable. | Tomasz Matyjewicz, deputy mayor: “If residents express interest, for example by submitting requests for access to public information, publication of the register in question will be considered.” |
| Bolesławiec City Hall | Not applicable. | Agnieszka Gergont, City Hall spokesperson: “Currently, contracts are published in the Public Information Bulletin and in the Bolesławiec mayor’s report on major activities between council sessions. Preparation of a contract register is planned after the procedure for establishing the Shared Services Centre is completed, as the issue concerns several thousand contracts.” |
| Bolesławiec Municipal Office | Not applicable. | Iwona Przybylska, secretary of the Bolesławiec municipality: “The Office maintains a contract register in accordance with Order No. 276/14 of the Mayor of the Bolesławiec municipality of 2 January 2014 concerning the introduction of a central register of contracts and agreements of the Bolesławiec Municipal Office financed from budgetary funds, to which the Bolesławiec municipality is a party, and the rules for registering these documents. The register is not published on the Public Information Bulletin (BIP) website; it is made available upon request. Due to the increasing number of requests and inquiries under access-to-public-information procedures, we are considering publishing the contract register on the Bolesławiec municipality’s BIP website.” |
| Osiecznica Municipal Office | We sent the questions to officials on Monday, 27 June, but have not received a response so far. | |
