Before the vote, however, Dariusz Mucha, a councillor from the Forum club, Dariusz Mucha raised the issue of the controversy surrounding the concept. He added that someone was causing confusion by saying that the City would take allotments away from allotment holders.

Mayor Piotr Roman explained that this was an attempt to solve traffic problems that residents had been reporting to the municipal authorities for many years. “This concerns, among others, the residents of the so-called 40th Anniversary Estate, for whom shopping centres are located mainly along Tysiąclecia Avenue and who, when travelling by car, have to drive down to the city centre and get around either by the stadium, along Spokojna Street, or along Spółdzielcza Street,” the mayor said.

“A new housing estate is being built on Jagiellonów Street. For all these people, the only route they can use to get anywhere is Piastów Street,” P. Roman continued. “There is no alternative route there. If something happened on this road, these people would have no way to leave the estate.”

According to the mayor, the same applies to residents of Tysiąclecia Avenue. They, too, would like to have direct access to Starzyńskiego and Kleeberga streets and to the road leading to Złotoryja. “People themselves are saying that the places where tens of thousands of Bolesławiec residents live should be connected: Tysiąclecia Avenue, Piastów and Jagiellonów streets, the houses near Kosiby and the apartment blocks in the 40th Anniversary Estate,” the mayor pointed out. “But we expect lengthy, difficult and controversial consultations.”

Jan Kisiliczyk, head of the Property and Spatial Management Department at Bolesławiec City Hall: “We are at the beginning of a very long road. This is the first moment when the idea is being presented. If the honourable council considers the idea worthwhile and deserving of implementation, in 12–16 months you will adopt a plan providing for this road. And that will only be the end of the first stage and the beginning of the second—lengthy negotiations with the allotment gardens.”

The department head stressed: “Please believe me, no allotment holder affected by this road passing through their plot will be wronged or suffer a loss.”

Wojciech Kasprzyk, Forum councillor: “I spoke with residents of my district [nr 10, ulice Kosiby, Miłosza, Narutowicza, Kleeberga, Konradowska, Kresów II RP, Kopernika, Murarska, Starzyńskiego 45-94, Zielona – przyp. „ii”] and did not encounter a single critical comment about this road. Residents of this district genuinely have a major problem getting to the shops during rush hour. Most people support building this road. I believe this is a very good decision and we should vote in favour.”

“There is no compulsion here,” Piotr Roman concluded the discussion. “We want to build this road because residents are asking for it.”

The City Council unanimously adopted a resolution to begin preparing a local spatial development plan for areas located around Konradowska, Jagiellonów and Piastów streets and Tysiąclecia Avenue in Bolesławiec.
