During the meeting with directors and staff of educational institutions, the officers discussed procedures to follow if an attacker enters a public institution. The officers also presented procedures concerning the conduct of those responsible for security in the facility and communication with the police.
The main objectives of the training were to strengthen the counterterrorism system, develop good practices, increase project participants’ knowledge of preventing and responding to terrorist attacks, and raise awareness of threats.
The terrorist attacks that have occurred recently mean that new challenges and responsibilities face not only the police but our entire society.
These activities were initiated by the Ministry of the Interior, which prepared information materials containing guidance on how to behave in the event of a terrorist threat. In addition to the guides, a film entitled “An Attacker Breaking into a School” was prepared specifically for such meetings. It contains guidance for educational institution staff on how to behave in similar situations, as well as rules for alerting students and teachers to a threat.
These types of meetings are intended for representatives of educational institutions. The activities form part of the objectives of the National Counterterrorism Programme for 2015–2019. They have a cascading structure, so police specialists pass their knowledge on to those responsible for security at a given institution. Those people then train their staff and students.
