One of the meeting’s agenda items was a presentation of various options for resolving the issue of the headquarters of the County Complex of Special Schools and Institutions. This analysis, including calculations of the costs involved, was presented by Radosław Palczewski, the County Secretary.
Bolesławiec County head Dariusz Kwaśniewski took the floor:
It was unfortunate that information about the alleged closure of one of the schools appeared in the public sphere. Today I can admit to you that already during the first meeting at “Budowlanka” [miało ono miejsce 3 grudnia ub.r., pisaliśmy o tym w materiale Ostry spór o „budowlankę”: „Czy wygramy, czy przegramy, ale szkoły nie oddamy” – przyp. „ii”]I knew that the probability of this particular school being selected was 0.5 percent.
We knew how substantial the funds that would have to be allocated to a possible adaptation of these buildings were. But we concluded that this information could not be disclosed at that time. We would have put ourselves in a situation where a decision that had not been made was being protested, and we would be giving in because someone was exerting pressure on us.
What now for the special school?
D. Kwaśniewski also presented two options for resolving the issue of the special school’s headquarters that the County is considering. The first is to build a new school on Zwycięstwa Street, on the site of a building that until recently housed, among other institutions, the County Family Support Centre. “Modernizing this building is not worthwhile,” the county head emphasized. “But this plot is three times larger than the special school’s plot, and a welcoming institution could be built there.
The second option is to modernize and expand the current headquarters of PZSiPS on Zgorzelecka Street. “What will determine the decision?” Dariusz Kwaśniewski continued. “First, the total cost; second, the function; third—and this is very important—the amount of external funding that can be obtained for each option.
And he addressed the councillors: “The choice of the option will be presented to you properly—in accordance with the statute and the law—at the May session.
But, as he noted, the matter will first be discussed at meetings of all the committees of the Bolesławiec County Council.
