MZGK is a company providing municipal services and waste-management services. Its material and financial tasks are carried out through the work of individual departments and facilities: the Zakład Unieszkodliwiania Odpadów Komunalnych in Trzebień, the Cleaning and Transport Facility, the „ALFA” Funeral Services Facility, the Road and Construction Works Facility, and the Maintenance Department.

Planned investment expenditure for 2017–2020 – total investment expenditure is planned at PLN 50 million (applications for funding from the RPO WD 2015–2020 programme amounting to PLN 40 million): reconstruction of the PSZOK together with the purchase of a vehicle with an HDS crane – PLN 2,500,000; construction of an enclosed storage facility together with a ventilation and dust-removal system for the sorting hall – PLN 500,000; municipal-waste shredder – PLN 1,300,000; compactor – PLN 1,100,000; purchase of a mobile crusher for construction waste – PLN 700,000; baling press for sorted waste – PLN 1,000,000; alternative-fuel production facility – PLN 4,000,000; thermal municipal-waste processing facility – PLN 24,000,000; closure and reclamation of the landfill cell – PLN 4,000,000; construction of a photovoltaic installation at the Zakład Unieszkodliwiania Odpadów Komunalnych in Trzebień – PLN 10,000,000.

MZK provides transport services on 13 routes. On working days, 20 buses operate on the routes during the busiest period and 14 outside peak hours. On public holidays, 4 buses operate on the routes, and on Saturdays, 8 buses.

In 2016, MZK plans to: travel approximately 1 million kilometres, equivalent, for example, to 8,333 trips to Wrocław or 25 trips around the globe; transport approximately 2 million passengers. Ticket prices in Bolesławiec have not changed since 2011. Tickets are the cheapest in Lower Silesia and among the cheapest in Poland: regular single ticket – PLN 2.10; regular monthly network ticket – PLN 63.00; quarterly network ticket – PLN 170.00.

MZK buses in Bolesławiec are the most modern in the region. They meet the expectations of demanding passengers and the highest environmental standards. The project “Purchase of modern bus fleet as a means of promoting ecological urban transport in Bolesławiec” received European Union funding for the purchase of 7 new buses. The total value of the project was PLN 6,094,950.80, with funding of PLN 4,148,553.40.

MZK plans to obtain European Union funding for:

  • financing the purchase of another 12 low-floor, low-emission or zero-emission buses adapted to transporting people with disabilities – planned investment cost: over PLN 10 million;
  • modernization of Regio-Info – dynamic passenger information – planned investment cost: over PLN 400,000. The completed “Regio-Info” project included: creating timetables with a legend in Polish and German at all stops; creating a bilingual website and presenting a graphic timetable; purchasing software, on-board computers, illuminated boards and computer equipment. The total value of the Regio-Info project is EUR 421,180 (including eligible expenditure of EUR 381,000). MZK Sp. z o.o. in Bolesławiec’s financial contribution was EUR 100,443.87, of which EUR 85,377.29 was funding from the ERDF at a rate of 85%.

Przedsiębiorstwo Wodociągów i Kanalizacji w Bolesławcu Sp. z o.o.

The owner of PWiK w Bolesławcu Sp. z o.o. is the „Bóbr” Intermunicipal Association. PWiK supplies water to 71,000 residents.

For investment and renovation activities in 2016, PWiK planned expenditure of PLN 8,200,000, including:

  • consolidation of the water-supply and wastewater-collection system
  • construction of the Bolesławiec–Trzebień system’s transit water main (2016)
  • construction of a transit sewer from Trzebień to the Bolesławiec system (2016)
  • connection of the Lwówek water-supply zones with the Bolesławiec system (2016–2017)
  • construction of a solar power plant with a capacity of P=0.53 MW at the wastewater treatment plant in Bolesławiec; area: 1.3 ha (2016–2017) – planned financing with EU funds; reconstruction of sludge management at the wastewater treatment plant in Bolesławiec (2018–2020) – planned financing with EU funds; renovation of transit pipelines in Bolesławiec (2018–2020); replacement of water-supply and sewerage networks in the city and Bolesławiec Municipality (2016–2020); extension of the laboratory building in Bolesławiec (2016–2018) – planned financing with EU funds; reconstruction and modernization of the wastewater treatment plant in Lwówek Śląski (2016–2017) – planned financing with EU funds
  • continuation of monitoring-system expansion (2016–2020).

Towarzystwo Budownictwa Społecznego Sp. z o.o. w Bolesławcu

TBS has 202 residential units in its housing stock, with a total area of nearly 10,000 m2, built using preferential loans from the National Housing Fund, housing 524 tenants. In addition, as part of its property-management activities, the company provides comprehensive services to 407 housing associations comprising more than 3,000 units inhabited by nearly 10,000 people, representing approximately 60% of all housing associations in Bolesławiec.

Investments planned for 2016 and financed from subsidies from the city budget amount to a total of PLN 1,780,000.00.

The housing associations will cover the difference of PLN 165,980 from their own funds.

In 2015, renovations carried out by TBS using the housing associations’ own funds amounted to PLN 1,965,590. The Municipality of Bolesławiec contributed to renovation costs through its share in the renovation funds of individual associations. In 2015, the Municipality of Bolesławiec paid a total of PLN 1,128,599 into the renovation funds of housing associations managed by TBS.

In 2016, TBS will carry out renovations funded by housing-association funds, amounting to PLN 2,157,500.

In 2015, TBS built a turnkey multi-family residential building on Gdańska Street, with future tenants contributing 30%. The building contains 41 apartments with a total area of 2,204 m2 and 24 parking spaces in an underground garage. The cost per square metre was PLN 2,990, and the investment value was PLN 6,053,000. Other investments completed in 2015 included a multi-purpose sports field on Żołnierzy Wyklętych Street and a playground at 2a–2b Piastów Street.

For 2016, modernization of the building at 12 Żwirki i Wigury Street, known as “Samotniak”, was planned. The planned cost is PLN 3,800,000, with 32–34 apartments expected. Meanwhile, work on the multi-family residential building at Staroszkolna Street will continue once the government housing-support programme is launched.

Zakład Energetyki Cieplnej Spółka z o.o. w Bolesławcu

ZEC produces, transmits and distributes heat and domestic hot water within the city. The company operates 247 heat substations and more than 34 km of heating networks. ZEC supplies heat to approximately 38% of Bolesławiec residents. The Municipality of Bolesławiec owns 100% of the company’s shares.

In the coming years, ZEC plans to carry out the following investments: reconstruction of main transmission networks, replacement of channel networks with pre-insulated networks; modernization of the heating-plant building; monitoring of heat substations; expansion of the heating system to acquire new district-heating customers, with particular emphasis on the need to reduce low-stack emissions in Bolesławiec.

In 2016, ZEC’s Heating Network Operations Department plans: a concept for expanding the network in the Market Square area; preparation of design documentation for projects planned for 2017; construction of a network pumping station on the “Dolne Młyny” heating main in the Modłowa Street area; construction of a control and visualization system for heat substations and heating networks – phase I; construction of a pre-insulated heating network connecting the Central Heating Plant with the “Dolne Młyny” main; reconstruction of the Łasicka heating main; reconstruction of the local heating network in the area of Asnyka Street and Bielska Street; other reconstructions of local heating networks.

Connection of new customers to the heating network – residential buildings: 1 abc Żołnierzy Wyklętych Street, 3 Żołnierzy Wyklętych Street, a commercial and service facility on Jeleniogórska Street; connection of heat substations to installations.

Plans for 2016 also include, among other things: modernization of the northern façade of the Heating Plant building; modernization of the Heating Plant’s supervisory system; modernization of the parking lot; purchase of a truck with a gross vehicle weight exceeding 3.5 tonnes.

Total planned expenditure on investments and renovations amounts to PLN 4,310,000. The value of investment expenditure incurred in 2002–2015 was PLN 34,763,690.
