This includes, among other things, arranging the purchase (exchange or acquisition) of land for the road in such a way that—regardless of the directions in which transport develops—it will be possible to widen it by adding extra lanes in 15–25 years, should such a need arise.
“We are conducting,” said Marcin Zawiła, president of Jelenia Góra, “talks with private owners of plots about purchasing their land; approximately PLN 10 million has been reserved for this purpose. Other preparatory work is also underway. Starting and carrying out the actual construction of the road is merely the culmination of many years of efforts—the most expensive stage, but certainly not the most burdensome. It is now that we must anticipate and include in spatial development plans, among other things, all those seemingly minor details that will allow someone else, several years from now, to modernize this road freely, depending on the needs.
