– Until the end of September, we waited for people to voluntarily report unmetered connections. Without any penalties. Ten people came forward. Since the beginning of October, accompanied by the police, we have been checking properties throughout the municipality one by one – recalls Halina Zbroińska, acting director of ZKGiM in Rudna Municipality. – Rudna subsidizes the cost of supplying water to residents and wastewater disposal from the municipal budget. Currently, residents pay PLN 3.09 for 1 m³ of water. The remainder is covered by the municipal budget. The scale of unauthorized water use and unauthorized wastewater discharge affects the level of water and wastewater charges paid by all customers.
Rudna Municipality reminds residents that anyone who takes water from water-supply facilities without first signing an agreement with the supplier, takes water using deliberately damaged water meters, or bypasses them altogether, faces a fine of PLN 5,000. Illegally discharging wastewater into sewerage facilities without first signing an agreement is a criminal offense punishable by restriction of liberty or a fine of up to PLN 10,000. In addition to imposing a penalty, the adjudicating authority may also order payment of a surcharge to the water and wastewater company amounting to PLN 1,000 for each month in which water was taken from water-supply facilities or wastewater was discharged into these facilities without an agreement.
