The Bolesławiec Card program will launch in October this year. Partners and supporters of large families from Bolesławiec are currently being sought; they will offer discounts on services and goods. The local Card is the president and City Council’s response to numerous comments concerning the national Large Family Card, which does not work in small towns.

“We are still looking for more partners and supporters of our Card,” says spokesperson Agnieszka Gergont. “It could be any entrepreneur: hairdressers, beauticians, veterinarians, doctors. Anyone who wants to support large families in exchange for promotion is welcome.”

Below we present the discounts proposed so far for the Bolesławiec Large Family Card.

  • Municipal Sports and Recreation Centre in Bolesławiec: a 20% discount on ticketed health-and-recreation, sports and rehabilitation services.
  • Museum of Ceramics in Bolesławiec: free admission to the Museum.
  • The “Orka” Indoor Sports and Recreation Swimming Pool in Bolesławiec: admission for a child at PLN 5 per hour; a discounted ticket for an adult.
  • Municipal Transport Authority in Bolesławiec: free tickets on Saturdays, Sundays and public holidays (implementation requires a change to the fare schedule by a City Council resolution).
  • Bolesławiec Public Library: free issuance of the first electronic library card authorizing use of all library departments.
  • Municipal Communal Services Authority in Bolesławiec: discounts including 50% off the collection of post-renovation waste, 50% off the market fee for an area exceeding 4 m², and free parking by M. J. Piłsudski Square.

The Bolesławiec City Council adopted a resolution concerning the adoption of the “Bolesławiec Large Family Card” program. The program’s primary objective is to support large families in the upbringing and education process and enable their members to make full use of sports, cultural and other amenities, with particular consideration for the needs of children and young people. The resolution enters into force 14 days after its publication in the Official Journal of the Lower Silesian Voivodeship.

“BOLESŁAWIEC LARGE FAMILY CARD” PROGRAM

1. The “Bolesławiec Large Family Card” program is addressed to large families (including foster families)—hereinafter referred to as families—residing in the urban municipality of Bolesławiec, in which the parent(s) or the parent’s spouse support at least three children.
2. All members of the families referred to in point 1 who run a joint household are entitled to use the discounts and benefits resulting from the program, regardless of income, in particular:
1) guardian—a parent, including a foster parent or a person running a family children’s home, the parent’s spouse, or a legal guardian,
2) child—the person’s own child, the spouse’s child, a child under legal guardianship, an adopted child, or a child whose adoption proceedings are pending, up to the age of 18; a child studying, up to the age of 25; and a disabled child holding a certificate of moderate or severe disability, regardless of age, provided that the child is not married.
3. The program’s primary objectives are:
1) promoting the large-family model and shaping its positive image as an element of the social policy of the urban municipality of Bolesławiec,
2) building a favorable local climate conducive to making decisions beneficial to family development,
3) supporting large families by ensuring that they can use, on preferential terms, the offerings of municipal cultural, sports and recreation institutions and organizational units, as well as discounts and preferential services granted by businesses and other entities,
4) supporting the budgets of large families burdened by maintenance costs,
5) improving conditions for local services and the production of goods through discounted terms for large families (this should improve the condition of Program Partners—municipal institutions and business entities participating in the Bolesławiec Large Family Card program).
4. The scope of benefits arising from the program and available to eligible entities includes a system of discounts, exemptions and preferential terms listed in the Card’s catalog and offered by Program Implementers.
5. The program will be implemented through:
1) developing and coordinating a system of discounts increasing large families’ access to the offerings of municipal cultural, sports and recreation institutions and organizational units,
2) concluding agreements with businesses operating in the urban municipality of Bolesławiec and with other entities declaring their participation in implementing the program,
3) maintaining program documentation,
4) regularly updating the catalog of discounts and preferential terms offered by Program Implementers,
5) promoting the “Bolesławiec Large Family Card” program in the local press and on the Bolesławiec City Hall website by presenting its principles, implementers, the catalog of granted discounts and preferential services, and all other information related to the program.
6) using the promotional resources available to the urban municipality of Bolesławiec to encourage entities not structurally or financially affiliated with the urban municipality of Bolesławiec to participate in the program, offering services, purchases of goods, and cultural, sports and recreational amenities in the urban municipality of Bolesławiec,
7) taking family values and needs into account in strategies, programs and initiatives undertaken by the urban municipality of Bolesławiec in cooperation with social organizations, institutions and employers.
6. The program’s implementers are:
1) Bolesławiec City Hall,
2) Municipal Social Welfare Centre in Bolesławiec,
3) Program Partners—municipal organizational units and other interested entities that offer discounts and preferential terms on the goods and services in their offerings and join the program.
7. Program Implementers shall display, on their websites, in visible places at their premises and on their websites, information about honoring the Card with the wording “Bolesławiec Supporter of Large Families.”
8. The document entitling holders to use the discounts and preferential terms offered by Program Implementers is the “Bolesławiec Large Family Card,” whose template is attached as Annex 2 to the resolution.
9. The rules for issuing and using the Card are set out in the Regulations of the “Bolesławiec Large Family Card” Program, attached as Annex 3 to the resolution.
10. By March 31 each year, the Mayor of Bolesławiec shall submit an annual report on the project’s implementation to the Bolesławiec City Council.

Regulations of the “Bolesławiec Large Family Card” Program

§ 1. The terms used in the Regulations mean:
1) Program—the “Bolesławiec Large Family Card” Program;
2) Card—the “Bolesławiec Large Family Card” document entitling the holder to use the instruments provided for in the Program;
3) Eligible Person—a member of a large family meeting the conditions specified in the Program and entitled to use the instruments provided for therein;
4) Program Partner—a municipal organizational unit or other interested entity that offers discounts and preferential terms on the goods and services in its offerings and joins the Program on the basis of an agreement.

§ 2.1. An application for issuance of the Card, according to the template constituting Annex 4 to the resolution,
may be submitted throughout the year at Bolesławiec City Hall, in the Town Hall, at the Customer Service Office, from 9:00 a.m. to 1:00 p.m. on working days.
2. The application, containing complete details of all eligible family members, completed legibly in block letters, must be signed by all adult family members.
3. A condition for receiving the Card is consent to the processing of personal data for the purposes of implementing the Program, in accordance with the Act of August 29, 1997 on the protection of personal data.
4. Copies of the following documents must be attached to the application, and their originals presented for inspection:
1) identity documents of all adult family members;
2) school ID, in the case of school-age children and young people;
3) an abridged birth certificate, in the case of children not yet subject to compulsory education;
4) a certificate, ID or other document confirming continuation of education,
in the case of young people over 18 who are studying;
5) a court decision, in the case of children and young people placed in foster care;
6) a certificate of severe disability, in the case of an adult disabled family member;
5. The applicant may be summoned to provide explanations or supplement the application.

§ 3.1. A personalized Card, containing an expiry date and number and conforming to the template constituting Annex 2 to the resolution, shall be issued free of charge within 14 days of submission of a correctly completed application, individually for each Eligible Person.
2. The Card is valid for one calendar year and entitles the holder to use
the benefits granted on its basis upon presentation of an identity document; in the case of a child without their own document, the child must present the guardian’s Card and a document confirming the guardian’s identity.
3. An adult confirms receipt of the Cards for family members by presenting an identity card and providing a legible handwritten signature.

§ 4.1. In the event of loss or damage to the Card, the Eligible Person is required to
immediately submit an appropriate statement at City Hall, in the Town Hall, at the Customer Service Office, from 9:00 a.m. to 1:00 p.m. on working days.
2. Issuance of a duplicate Card requires submission of a new application.
3. A fee of PLN 15 is charged for issuing a duplicate Card; it must be paid at the cashier’s desk into the bank account
of the Municipal Social Welfare Centre in Bolesławiec, no. 40 1020 5226 0000 6102 0507 9878.
4. Proof of payment must be attached to the application for issuance of a duplicate Card.

§ 5.1. Eligible Persons may not lend the Card to third parties, under penalty of having the benefit entitlement withdrawn.
2. If an unauthorized person uses the Card, the Program Partner may retain the Card and hand it over to Bolesławiec City Hall, in the Town Hall, at the Customer Service Office, from 9:00 a.m. to 1:00 p.m. on working days, starting September 15, 2015.

§ 6. A list of Program Partners, the services and goods offered, and the discounts, exemptions and rebates available to Eligible Persons is published on www.boleslawiecka.karta.duzej.rodziny.pl (editor’s note: the website will be available in October 2015).

§ 7. Program Partners participate in its implementation on the principles of sovereignty and partnership, in the form and scope agreed by the parties.

§ 8.1. Program Partners’ premises, places where Cards are honored, leaflets, posters and information materials concerning an event during which benefits resulting from possession of the Card apply shall be marked with the Program logo, whose template constitutes Annex 5 to the resolution.
2. Program Partners have the right to use the Program logo in their own promotional materials.
