The largest share in the emission of these pollutants is attributable to so-called low emissions, originating primarily from individual heating systems and local boiler rooms where low-quality coal, and often various types of waste, are burned. Therefore, municipalities in whose areas air pollution has been identified, including the city of Lubin, have been required to develop financial incentive schemes for eliminating or replacing old coal-fired boilers with systems that will significantly reduce pollutant emissions into the air and prevent city residents from burning waste.
Last year, the Lubin City Council adopted rules for granting subsidies from the city budget to co-finance the costs of this type of investment. Applications are currently being accepted. Individuals and housing communities that own old coal-fired stoves and plan to eliminate them this year and change their heating system to a connection to the municipal district heating network or to modern high-efficiency boilers (gas, oil, coal or pellet, with coal and pellet boilers permitted only if equipped with an automatic feeder and having an efficiency of at least 80%) may apply for funding, as may those switching to electric heating or heat pumps.
Property owners may receive funding of up to 50% of the investment costs, but no more than PLN 5,000. The funding applies exclusively to new investments; reimbursement of costs for investments already completed is not possible.
