You need nerves of steel and the patience of a Buddhist monk to endure what the starosta is serving the parents of children with special needs. First, without reaching an agreement with the Association of Parents of Children with Special Needs, he decided to transfer the OTW to Caritas. We wrote about this in the article “OTW: The district authorities do not want the Bolesławiec association”. After the media brought attention to the matter, Dariusz Kwaśniewski changed his attitude and began talks with the Association. They have already been ongoing for two months, and the starosta is in no hurry.
During the 10th-anniversary ceremony of the OTW, Dariusz Kwaśniewski declared that he would resolve the matter by yesterday, February 17. No decision was made.
“I still have to consider all the arguments once again. I do not want to give in to time pressure,” the starosta told us today, admitting that he had imposed this pressure on himself. “Caritas wants to allocate 28,000 for new activities for the workshop participants, but it does not have a room, while the Association has a room and has already taken steps to expand its offer for its children,” the starosta added.
In our opinion, the starosta made an ill-considered decision and now, when the matter has proved difficult, is hiding behind concern for the well-being of children with special needs. After all the turmoil, he will probably transfer the OTW back to the Bolesławiec association. Treating people this way—leaving them at the mercy or displeasure of an official—is, in our opinion, humiliating for them and irritating for observers.
