Councillors approved the mayor’s draft resolution. Twelve people voted in favour, 11 abstained, and no one voted against it. By a majority vote, the Council rejected two motions submitted to the budget by councillors from Platforma Obywatelska and Porozumienie dla Legnicy.
At its meeting on 8 December this year, the Adjudicating Panel of the Regional Audit Chamber in Wrocław issued a positive opinion on the draft resolution concerning Legnica’s city budget for 2015. The RIO also gave a positive opinion on the resolution concerning the City’s Multiannual Financial Forecast, presented together with the budget draft. The Chamber found that the documents submitted for assessment complied with applicable law and were formally and substantively correct. The City Council’s committees also expressed positive opinions on Legnica’s financial plan for the coming year.
Let us recall that the mayor’s draft budget for 2015, together with the self-amendment, provides for city revenue of PLN 430,875,000.00. The largest share of this amount—more than 57 per cent—comes from the city’s own revenue. Expenditure is planned at PLN 430,475.00. The largest amount—more than 40 per cent—is allocated to education and upbringing and educational care (more than PLN 172.5 million). Social assistance ranks second on the expenditure list (more than PLN 75 million), followed by transport and communications (PLN 54.5 million).
The budget provides funding for as many as 70 investment projects. Their total value will be PLN 45,137,000. Nearly 71 per cent of this amount (approximately PLN 32 million) is allocated to road investments. The most important investment projects for next year are as follows:
- Construction of an integrated traffic and public transport management system – PLN 15,369,230.00
- Modernisation of Route 2a in Legnica to improve the quality of connections with the TEN-T network and national roads – reconstruction of Jaworzyńska Street – PLN 12,000,000.00
- Construction of a transport network for the area of economic and social activity between Wrocławska–Zielona Streets and Jordana–Orła Białego Streets – PLN 500,000.00
- Reconstruction of Wrocławska Street – construction of Sybiraków Square and the Monument to the Exiles to Siberia – PLN 2,050,000.00
- Provision of infrastructure for investment land intended for residential construction – utilities and roads in the Piekary Housing Estate, Unit B – PLN 537,000.00
- Reconstruction of Plutona Street in Legnica – PLN 500,000.00
- Reconstruction of Polarna Street, including construction of a car park in Legnica – PLN 450,000.00
- Implementation of PONE in Legnica – reduction of low emissions in the Głogowska Street area and in public-utility buildings of the Legnica Municipality – PLN 950,000.00
- Regeneration of degraded urban areas around H. Pobożnego Street – renovation of common areas in multi-family residential buildings – PLN 400,000.00
- Construction of an access road to the inner courtyard within the area bounded by Moniuszki, Świętej Trójcy, Drukarska and II Armii Wojska Polskiego Streets, from the Świętej Trójcy Street side – PLN 173,000.00
- Renovation of the historic Chojnowska Gate building and defensive wall – PLN 100,000.00
- Primary School No. 6 in Legnica, 3 Piłsudskiego Avenue – modernisation of sports facilities for extracurricular sports activities for children and young people as part of prevention programmes – PLN 700,000.00
- Regeneration of Legnica’s historic City Park – PLN 1,750,000.00
- Reconstruction of the stormwater drainage system in Mazowiecka Street in Legnica – PLN 250,000.00
- Regeneration of the historic palm house, serving as a base for nature and history education – PLN 150,000.00
- Renovation and restoration of the Knights’ Academy, 2 Chojnowska Street, in Legnica – PLN 5,000,000.00
- 10 investment projects under the LBO – PLN 1,868,000.
“This is a good budget, guaranteeing the implementation of the city’s main development priorities and investments. It is resident-friendly. For yet another consecutive year, municipal taxes and local fees will not increase. Property tax and vehicle tax, for example, will remain at the same level. Water prices will not rise, and sewage services will cost the same as today. This will be another year in which service and administrative staff at all facilities and institutions subordinate to the municipality will receive pay rises of approximately 5 per cent,” said President Tadeusz Krzakowski.
