As of 1 July 2014, new regulations governing the granting and issuing of parking cards for people with disabilities have been in force. This follows an amendment to the Act of 27 August 1997 on vocational and social rehabilitation and employment of people with disabilities.

A new card authorizing parking in designated disabled parking spaces may be obtained by people with disabilities who have a medical certificate of the degree of disability or of disability issued after 1 July 2014. These are:

  • people certified as having a significant degree of disability
  • people certified as having a moderate degree of disability caused by diseases of the visual organ marked with symbol 04-O, impairment of the musculoskeletal system marked with symbol 05-R, or a neurological disease marked with symbol 10-N
  • people with disabilities under 16 years of age.

All the persons listed must also have an entry in point 9 of their certificate confirming that they meet the conditions specified in Article 8(1) of the Road Traffic Act.

Pursuant to the Regulation of the Minister of Labour and Social Policy of 25 June 2014 on the design and procedure for issuing and returning parking cards, persons meeting the above conditions must submit the application in person, except for:

  • persons under 18 years of age—their parents or legal guardians submit the application on their behalf
  • persons who are fully incapacitated and remain under parental authority—one of their parents submits the application on their behalf
  • persons who are fully incapacitated and do not remain under parental authority, or who are partially incapacitated; in these cases, the application is submitted by the guardian or court-appointed curator, respectively.

The application must be accompanied by one recent photograph measuring 3.5 x 4.5 cm and proof of payment of the PLN 21 fee at the cash desk of the Legnica City Office or to the following account: Bank Pekao S. A. I/O Legnica, account no. 77 1240 1473 1111 0000 2521 2053.

The card is issued to an individual for the period of validity of their certificate, but for no longer than 5 years.

Parking cards for Legnica residents are issued at the Municipal Disability Assessment Office (Legnica, 13 Zielona Street, annex) Monday to Friday from 7:00 a.m. to 3:00 p.m. (tel. 76 723 33 01).
