The reason for this decision by the Project Qualification Team was non-compliance with the criteria applicable to the procedure for evaluating tasks submitted to the LBO. These proposals had one or more significant defects. Above all, they failed to comply with local spatial development plans, the rule establishing an upper limit of PLN 200,000 for implementation costs, the requirement that they be completed within a single budget year, or the condition that they be implemented exclusively on land owned by the municipality. 

Area 1

  1. All children are ours – construction of an outdoor gym and a small multifunctional sports field (planned cost – PLN 200,000); reasons: The task cost exceeds PLN 200,000.
  2. Development of the area in front of the building at Bytomska Street (planned cost – PLN 142,000); reasons: Perpetual usufruct jointly held by various entities. The plot does not belong to the municipality of Legnica. The task cost exceeds PLN 200,000. 
  3. Construction of a playground and meeting area near Cisowa Street (planned cost – PLN 60,000); reasons: The task cost exceeds PLN 200,000.

Area 2

  1. Construction of a neighborhood car park at the intersection of Łowicka, Śląska and Sikorskiego streets (planned cost – PLN 200,000); reasons: Plot no. 1893 has been sold. The proposed function on plot no. 1863 is inconsistent with the local spatial development plan.
  2. Construction of a car park on Sudecka Street (planned cost – PLN 200,000); reasons: The proposed function on plot no. 1132/7 is inconsistent with the local spatial development plan. The task cost exceeds PLN 200,000. 
  3. Expansion of the municipal, public, free internet access network – Hot-Spot named “LEGMAN” – to include the Piekary “A”, “D” and Piekary Wielkie areas (planned cost – PLN 200,000); reasons: The proposal was rejected because, in technical terms, the city of Legnica is not classified as an area at risk of digital exclusion. The project cannot be completed within a single budget year.

Area 3

  1. Installation of traffic lights together with a marked pedestrian crossing to improve road safety (planned cost – PLN 200,000); reasons: The task cost exceeds PLN 200,000.
  2. Construction of parking spaces along the buildings at 34–40 Łowicka Street in Legnica (planned cost – PLN 186,000); reasons: Proposed plot no. 1893 has been sold. The task cost exceeds PLN 200,000.

Area 4

  1. Development of the courtyard area at 20–26 Heweliusza Street as a car park (planned cost – PLN 120,000); reasons: There is no access to the car park from a public road; access is possible only through land not belonging to the Municipality of Legnica.
  2. Construction of a pedestrian crossing across Piłsudskiego Street to the bus stop and market at Galaktyczna Street (planned cost – PLN 197,000); reasons: It is possible to cross to the other side of the street using lifts and a pedestrian footbridge. The task cost exceeds PLN 200,000. 
  3. Car park at Primary School No. 7 (planned cost – PLN 200,000); reasons: The task cost exceeds PLN 200,000.

Area 6

  1. Improvement of the quality of road no. 151 on Malwowa Street and construction of a sidewalk along this street in the Sienkiewicza housing estate, with the planting of low-growing vegetation (planned cost – PLN 160,000); reasons: The proposed function on plot no. 96/2 is inconsistent with the local spatial development plan. The task cost exceeds PLN 200,000. 
  2. Henryk Sienkiewicz Recreation and Leisure Square (planned cost – PLN 200,000); reasons: The proposed function on plot no. 930 is inconsistent with the local spatial development plan.

Area 7

  1. Renovation of the market at Partyzantów Street in Legnica (planned cost – PLN 200,000); reasons: The proposed action is inconsistent with the provisions of the local spatial development plan. The task cost exceeds PLN 200,000. 
  2. Construction of a basketball court and playground with a mini gym near Skłodowskiej Street (planned cost – PLN 165,800); reasons: The plots have been designated for sale together with the premises. The task cost exceeds PLN 200,000.
  3. “Avenue along the Młynówka” section I, Reymonta Street – Mickiewicza Street, implementation of the Local Spatial Development Plan (planned cost – PLN 173,700); reasons: The task cost exceeds PLN 200,000. 
  4. A Good Showcase for the City – construction of a monument in honor of Duke Henry the Pious at Słowiański Square in Legnica (planned cost – PLN 200,000); reasons: The investment cannot be completed within a single budget year. The task cost exceeds PLN 200,000. The proposed function on plot no. 395/3 is inconsistent with the local spatial development plan. The plan assumes the use of noble materials.

Area 8

  1. Stage I of road construction – extension of Poselska Street to Zwycięstwa Avenue – preparation of documentation and obtaining a road construction permit (planned cost – PLN 200,000); reasons: The investment cannot be completed within a single budget year. Preparing documentation is not a completed investment task. The task cost exceeds PLN 200,000.

Area 9

  1. Construction of a sidewalk on Działkowa Street (from the Energy Utility to the bypass). (planned cost – PLN 182,000); reasons: The task cost exceeds PLN 200,000. The investment cannot be completed within a single budget year. It requires legal regulation of the land ownership issues (the cost of purchasing land from allotment gardens). In accordance with technical standards, the sidewalk must be 2 m wide, not 1 m as stated in the proposal. Construction of the sidewalk also requires drainage costs to be included.
  2. Construction of a multifunctional sports field in the area between Stanisławowska Street and Primary School No. 9 on Krzemieniecka Street (planned cost – PLN 199,000); reasons: The task cost exceeds PLN 200,000. 
  3. Construction of an animal run in the Zosinek housing estate (planned cost – PLN 73,400); reasons: The proposed function on plot no. 43/1 is inconsistent with the local spatial development plan. 
  4. Construction of a pedestrian route connecting Stanisławowska Street with Drohobycka Street, and development of green areas for active recreation (planned cost – PLN 200,000); reasons: The task cost exceeds PLN 200,000.
  5. Construction of a passenger car park on Stanisławowska Street (planned cost – PLN 196,350); reasons: Plot no. 264/2 is designated for sale. In turn, the function proposed for plot no. 264/3 is inconsistent with the local spatial development plan.
