On 27 May 2014, the Council of Ministers adopted Resolution No. 85 on establishing a government programme for large families (M.P. item 430) and adopted the Council of Ministers’ Regulation of 27 May 2014 on the detailed conditions for implementing the government programme for large families (Journal of Laws item 755).

The nationwide programme aims to provide large families with special rights and discounts when using the services and goods of state entities and other organisations—including non-public entities—as part of their activities, such as national parks, museums, exhibition institutions, sports facilities, etc.

The programme’s beneficiaries are members of a large family, regardless of income:

  1. a parent (parents) and their spouse supporting at least three children up to 18 years of age; if a child attends school or higher education, up to the age of 25; and without age limits in the case of children with a certificate of moderate or severe disability
  2. a foster parent (foster parents) or a person (persons) running a family children’s home
  3. a child—including a child in the parent’s family foster care—and an adult former resident of family foster care who remains in the existing foster family or family children’s home under the terms set out in Article 37(2) of the Act of 9 June 2011 on Supporting the Family and the Foster Care System (Journal of Laws of 2013, item 135, as subsequently amended).

The Large Family Card is a document identifying members of a large family. It will be issued free of charge upon the application of a large-family member by the commune head (mayor or city president) competent for the member’s place of residence. When submitting the application, applicants must present the originals or copies of documents confirming that the family is a large family, such as the children’s birth certificates.
