In April, we reported that the Sejm of the Republic of Poland had decided that driving licence exams could be taken in cities with a city president. During the June session of the City Council, PO councillor Arkadiusz Krzemiński asked what stage talks concerning a Bolesławiec Road Traffic Centre had reached.

The city secretary, Jerzy Zieliński, spoke and said that, together with representatives of Głogów County, Świdnica and Bolesławiec County, he had attended a meeting with deputy marshal Jerzy Łużniak. Directors of the Voivodeship Road Traffic Centres were also present at the meeting.

Zieliński stressed that Robert Tarsa, head of the Jelenia Góra WORD, had responded favourably to the Bolesławiec initiative. “He stated that he saw no organisational problems preventing the WORD in Bolesławiec from being established as soon as possible,” the secretary said. “However, much to my surprise, Stanisław Pawlak, director of the Legnica WORD, instead of focusing on the Głogów matter, focused on Bolesławiec. He pointed out many shortcomings in the city’s road structure. Among the deficiencies in the road network, he mentioned, for example, that there is no road within the city with an increased speed limit, no multi-lane roads and no priority-to-the-right intersections. The first two allegations are, incidentally, untrue.”

As Jerzy Zieliński related, the head of the Legnica WORD also admitted that in 2012, 1,392 residents of Bolesławiec took their driving licence exams in Legnica, meaning that the establishment of a Bolesławiec WORD would result in the Legnica centre losing at least 15% of its revenue. Pawlak also added that Głogów’s departure was a marginal matter for him, because most residents of Głogów took their exams in Zielona Góra anyway.

During the meeting, Zieliński consulted with starosta Cezary Przybylski. “I asked the starosta to put pressure on the Voivodeship Board and the marshal so that resolutions concerning the establishment of WORD branches would be adopted individually: separately for us, separately for Świdnica and separately for Głogów,” the secretary explained. “If this happens, there is a chance that the Bolesławiec centre will be established relatively quickly. If, however, the voivodeship assembly adopts a single resolution [o powstaniu trzech ośrodków – przyp. „ii”], we will have to wait for the significant problems in Świdnica and Głogów to be resolved.”

After the meeting, which took place at the Marshal’s Office, the deputy director of the Jelenia Góra WORD visited Bolesławiec. “We agreed on all the measures that need to be taken so that none of Mr Pawlak’s allegations remains valid,” Zieliński continued. The city, in consultation with the County, wants, among other things, to

  • turn the Śluzowa and Gdańska intersection into an equal-priority intersection
  • plot the exam route so that it runs around the outskirts of the city.
