Pursuant to Article 11a of the Animal Protection Act, the municipal council is required, by resolution and annually by 31 March, to adopt a program for the care of homeless animals and the prevention of animal homelessness, covering: providing homeless animals with a place in an animal shelter; caring for free-roaming cats, including feeding them; capturing homeless animals; mandatory sterilisation or neutering of animals in animal shelters; searching for owners for homeless animals; euthanising blind litters; identifying a farm to provide a place for farm animals; and providing round-the-clock veterinary care in cases of road accidents involving animals.
The Program is intended to help limit animal homelessness. Its aim is also to promote appropriate attitudes and behaviour towards animals and to educate the public about the obligations of animal owners and carers, including promoting the sterilisation and neutering of cats and dogs owned by residents of the Municipality, as well as ensuring residents’ safety. The Program was reviewed by the district veterinary inspector, social organisations whose statutory purpose is animal protection, and lessees or managers of hunting districts.
The funds planned for implementing the Program in 2013 amount to PLN 170,000 (including a targeted grant for tasks commissioned to the Animal Assistance Association in Bolesławiec, amounting to PLN 40,000, under an agreement for the implementation of the public task entitled “Ecology and animal protection, as well as protection of natural heritage – improving the living conditions of free-roaming animals, particularly cats, in the city of Bolesławiec”).
