Thirty-one people received acts granting Polish citizenship from the voivode. The new Polish citizens come from Ukraine, Syria, Morocco, India, Armenia, Belarus, Ghana, Russia, Algeria, Kazakhstan, the Philippines, Yemen, Sudan, Iraq and Palestine. Since 2001, 298 people have received Polish citizenship in Lower Silesia.

The 1962 Act provides for two procedures for acquiring Polish citizenship: granting it by the President of the Republic of Poland and recognition by the voivode. A foreigner who has lived in Poland for at least five years may apply for citizenship to be granted. Granting citizenship is conditional on proof of release from the previous citizenship. In addition, a stateless person or a person of undetermined citizenship who has lived in Poland for at least five years may be recognized as a Polish citizen.
