A conference summarizing the “Local Government Management Leader 2011 – Social Services” competition was held at the Senate of the Republic of Poland. The competition was organized by the Committee on Local Government and State Administration and the Association of Polish Cities. Its main objective is to improve the quality of services provided to residents by local government administration.

In September this year, the County Office submitted three applications: in the fields of culture, education and social assistance. As many as two projects – the educational “SOS – Schools of Open Opportunities” and the cultural “Bolesławiec County Saves the Theatre” – qualified for the competition final.

The awards for the County were accepted by: starost Cezary Przybylski, member of the Bolesławiec County Board Dariusz Kwaśniewski, head of the Department of Education, Culture and Sport Alicja Krzyszczak, as well as Helena Paliga-Baranowska and Urszula Frąszczak-Matyjewicz, who prepared the competition applications.

“During the presentation of the ‘Bolesławiec County Saves the Theatre’ application, I emphasized two issues,” says Dariusz Kwaśniewski. “First, that we are literally saving the theatre by modernizing the beautiful historic building, and second, that we are saving theatre as an art form. This is to be supported, among other things, by cooperation with the H. Modrzejewska Theatre in Legnica, the summer ‘Summer at the Theatre’ initiative and the county happening ‘Sea of Masks’ during the ceramic parade. In the age of the Internet and computer games, the idea of educating through theatre, although not easy, has not lost its appeal. And the building is meant to serve residents. We will therefore continue saving theatre as an art form.”

“Our county’s ‘SOS’ has earned well-deserved recognition,” emphasizes Cezary Przybylski. “We provided more than 1,100 students from our secondary schools with additional lessons. There were more than 11,500 of them. It is also thanks to this project that our secondary-school graduates are among the best. Students and their parents are the customers of our services. We will work for them by carrying out activities that go beyond the standard. The awards are merely a pleasant bonus.”

Helena Paliga-Baraniecka and Urszula Frąszczak-Matyjewicz have already announced that next year they will compete in another competition, submitting new county projects. “Because raising the standard of services provided to residents is the most important thing,” notes department head Alicja Krzyszczak.
