A notification of a suspected crime was filed on August 3 by the current mayor of Lubań, Grzegorz Wieczorek. As reported by eLubań.pl, it was initially sent to Wrocław and was subsequently referred to the Regional Prosecutor’s Office in Jelenia Góra. The latter assigned the District Prosecutor’s Office in Bolesławiec to handle the case.
The case concerns the actions of former Lubań mayor Arkadiusz Słowiński. The notification pointed to the possibility that powers were exceeded and official duties were neglected in the management of public funds between 2014 and 2024.
According to the mayor’s notification, unfavorable amendments to contracts concerning the modernization of municipal infrastructure may have exposed the city to losses of more than PLN 6.8 million.
At this stage, however, this does not mean that the prosecutor’s office has determined that a crime was committed. A formal investigation has not yet been opened. Prosecutors are analyzing the documents submitted and checking whether there are grounds for taking further action.
As lubańskie medium Ewa Węglarowicz-Makowska, press spokesperson for the Regional Prosecutor’s Office in Jelenia Góra, informed the outlet:
Preliminary checks are currently being conducted in this case regarding an offense under Article 231 § 1 of the Penal Code. Once they are completed, the prosecutor will analyze the collected materials and decide whether to open an investigation in this case.
Article 231 § 1 of the Penal Code concerns a public official who, by exceeding their powers or failing to perform their duties, acts to the detriment of the public or private interest. The provision carries a penalty of up to three years’ imprisonment for such an offense.
