The City Council amended the agenda, removing from it a draft resolution amending the resolution on expressing consent to establish the Bolesławiec Youth City Council. Councillors reviewed a report on the implementation of the “Strategy for Solving Social Problems of the Bolesławiec Urban Municipality” and the tasks under the “Family Support Program in the Bolesławiec Urban Municipality for 2024–2026.” A report on the activities of the Municipal Social Welfare Centre in 2025 was also presented, including the activities of the Senior+ Day Centre, the 1st Community Self-Help Centre, the 2nd Community Self-Help Centre, and the Social Welfare Home. One of the key items on the agenda was an update to the work schedule for the “Bolesławiec 2035 – Bolesławiec City Development Strategy” document. The schedule change is related to the adoption of the general plan for the city of Bolesławiec in August 2026. Its provisions are an important factor shaping the city’s future spatial policy and should be properly reflected in the strategy being prepared. Adjusting the schedule will make it possible to analyze the interconnections between the two documents and ensure their consistency. The change does not affect the objective or scope of the strategy and does not alter the adopted consultation procedure.
During the session, the City Council also addressed matters related to municipal education. Councillors defined the admission criteria for first grades of public primary schools for children residing outside a school’s designated catchment area, together with the number of points and documents confirming that individual criteria had been met. Criteria applicable during the second stage of the admission procedure for public preschools were also established. The Council additionally adopted an amendment to the remuneration regulations for teachers employed in municipal preschools, primary schools, and school-and-preschool complexes.
The agenda also included two resolutions concerning earlier decisions by the City Council regarding the refusal to determine the location of residential investments on Modłowa Street. Both amendments concerned the effective date of the resolutions of August 19, 2026, and consisted in shortening the vacatio legis from 14 days to the resolutions taking effect on the day they were adopted. The City Council also decided to amend the Multiannual Financial Forecast of the Bolesławiec Urban Municipality and the city budget for 2026. Following the changes, planned revenue amounts to PLN 375,014,356.42, while planned expenditure amounts to PLN 372,979,742.65. The matters considered also included a complaint against the Mayor of Bolesławiec. After examining it, the City Council deemed the complaint unfounded.
Before the councillors proceeded to adopt resolutions, they heard information from the Mayor of Bolesławiec about the most important actions taken between sessions, as well as information from the Chair of the City Council about activities during that period. Among the information provided was the news that Bolesławiec won first prize in this year’s edition of a competition organized by the National Board of the Society of Polish Town Planners. Mayor Piotr Roman’s report was accompanied by a presentation showing the successive stages of the Old Town’s revitalization. Photographs and archival materials made it possible to trace how Bolesławiec’s urban space changed over almost 20 years—from the initial plans and revitalization works to its present-day appearance. Today, Bolesławiec Market Square has become a meeting place, a showcase for the city, and an example of how local heritage can be creatively used by giving it a contemporary form, while ceramic motifs have given it a unique character.
