The Bolesławiec District Prosecutor’s Office discontinued an investigation into the forgery, at an undetermined place and time, no later than November 17, 2001, of documents consisting of the secondary-school leaving certificate of the Vocational Secondary School of the Sports Championship Schools Complex in Karpacz, No. 22/LZ/99, and two copies thereof issued in Krzysztof W.’s name.

Proceedings concerning the use of this certificate as an authentic document by submitting it on November 17, 2001, in Jelenia Góra, to the Rector of Kolegium Karkonoskie in Jelenia Góra, together with an application for admission to higher education in the fields of nursing, physiotherapy and medical technology, were also discontinued.

Both acts were discontinued for formal reasons, namely because the limitation period for prosecuting them had expired.

During the proceedings, extensive evidentiary material was collected, including documentation from the school, among it the “register of the matura examination for the 1998/1999 class.” Several students who attended the school and took their matura examination there in 1999 were also questioned. The school’s management at the time was questioned as well. All these people categorically denied that Krzysztof W. had attended the school or taken his matura examination there in 1999.

The evidence collected established that Krzysztof W. did not take his matura examination in 1999 at the Vocational Secondary School of the Sports Championship Schools Complex in Karpacz. However, the matura certificate he submitted, in the form of the original and two copies numbered 22/LZ/99, were forged documents.

It was established that the documents had been completed on original forms by a former school secretariat employee, who confirmed this during questioning.

The documentation collected also established that on November 17, 2001, Krzysztof W. submitted this forged document to the Rector of Kolegium Karkonoskie in Jelenia Góra, together with an application for admission to higher education in the fields of nursing, physiotherapy and medical technology.

During his education and professional career, he no longer used this certificate, but instead used a diploma confirming completion of higher education.

In view of Article 17(1)(6) of the Code of Criminal Procedure, the prosecutor discontinued the proceedings concerning both acts. The punishability of offenses specified in Article 270(1) of the Criminal Code expires if 10 years have passed since they were committed.

The decision to discontinue the investigation is not final.

At the same time, the Bolesławiec District Prosecutor excluded materials from this investigation for administrative proceedings, in order to initiate the procedure for invalidating Krzysztof W.’s higher-education diploma.
