The Regional Director for Environmental Protection in Wrocław has issued an environmental decision for the expansion of the A4 motorway on the section between the Krzywa and Legnica interchanges. This is another important step in preparing one of the key road investments in Lower Silesia.
The investment covers an approximately 21-kilometre section of the A4 motorway between Krzywa and Legnica. Earlier, in January this year, an environmental decision was issued for the adjacent 14-kilometre section between Krzyżowa and Krzywa. Both projects are part of a larger route modernisation plan.
Two sections, two preparation stages
In October 2023, the General Directorate for National Roads and Motorways submitted two separate applications for environmental decisions covering the entire 35-kilometre section of the A4 between Krzyżowa and Legnica.
Three lanes and new emergency lanes
The main objective of the investment is to increase the capacity of the A4 motorway and improve driver safety. After reconstruction, each carriageway is to have three traffic lanes and a full-size emergency lane.
The plan provides for the works to be carried out in stages. First, a new carriageway will be built alternately on the northern and southern sides of the existing route. Once the new road infrastructure has been constructed, the road interchanges will be rebuilt and new engineering structures will be delivered. Traffic will then be moved onto the new carriageway, while the old surface will be dismantled and replaced with another new carriageway.
An important route for drivers and transport
The A4 motorway is one of the most important transport routes in Poland. The section between Krzyżowa and Legnica has for years been one of the busiest parts of this road.
The Legnica Południe interchange is particularly important, as the A4 motorway intersects there with the S3 expressway. It is a strategic point for traffic heading towards the Polish-Czech border and the northern part of the country, including Szczecin.
GDDKiA emphasises that after reconstruction, the route will meet current requirements for road traffic safety and travel comfort.
When will work begin?
The investment is to be carried out under the “Design and build” formula. According to current plans, construction work will take place in 2027–2031.
The expansion of the A4 motorway between Krzyżowa and Legnica has been included in the Government Programme for the Construction of National Roads through 2030, with a perspective through 2033. This means the investment is one of the priority road projects to be carried out in the coming years.
Why is this investment so important?
Experts have for years pointed out that the current cross-section of the A4 motorway in Lower Silesia no longer corresponds to traffic volumes. Especially during holiday periods and times of increased international transport, drivers regularly find themselves stuck in traffic jams there.
Expanding the motorway to three lanes is expected to improve traffic flow, shorten travel times and increase road-user safety. For the region, this also means better transport accessibility and greater potential for economic development.
