During the April meeting of the Bolesławiec City Council, councillors adopted resolutions under which primary schools will be merged with kindergartens. Here is how the decision was justified:

In recent years, a drastic decline in the number of births has been observed, resulting in a systematic decrease in the number of preschool- and school-age children. This phenomenon makes it necessary to rationalize the network of educational institutions in order to ensure the effective use of human and infrastructure resources. The availability of places in non-public kindergartens in the city means that the private sector is partially taking over the municipality’s educational responsibilities. In this situation, it is justified to shape the offer of public schools and kindergartens in a way that corresponds to actual demand while ensuring the rational management of public funds.

It was also added:

The creation of a School-and-Kindergarten Complex will also make it possible in the future to provide the compulsory one-year preschool preparation for six-year-old children in the primary school building. This solution supports children’s easier adaptation to the school environment, which positively affects their development and facilitates a smooth transition to the first grade of primary school.

It was further supplemented:

Merging the kindergarten and school into one complex is also beneficial from an organizational and staffing perspective—it enables more flexible management of human resources, including better protection of teaching positions and administrative and support staff positions.

In addition, reducing the costs associated with maintaining educational infrastructure through the shared use of facilities will improve the efficiency of public spending.
